About this file
This is a Project Specifications document for Request for Proposal (RFP) No. 140P8426R0003 issued by the National Park Service (NPS) Point Reyes National Seashore for the rehabilitation of Limantour Residence 160, a single-family home constructed circa 1962 located at 160 Limantour Drive, Inverness, California. The project addresses foundational stabilization and residential rehabilitation based on recommendations from a 2013 geotechnical and structural analysis that identified slow ongoing settlement due to weak, poorly compacted sandy soil beneath shallow spread footings.
The base contract consists of eight line items valued on a lump-sum percentage-of-completion basis: (1) installation of an Earth Contact Products (ECP) Wall Mounted Steel Pier Foundation System with approximately 44 hydraulically driven steel piers and wall-mounted brackets; (2) installation of an ECP Steel Pier Slab Jack System with approximately 20 hydraulically driven steel piers, slab jacking, lean concrete fill, and patching; (3) interior utility and storage area retaining wall work including demolition and reconstruction of pressure-treated wood walls, soil removal, and PVC wall drain pipe rebuild; (4) removal and rebuild of wood deck, railings, and stair systems with pressure-treated lumber and stainless steel fasteners; (5) demolition and replacement of a driveway retaining wall; (6) installation of a new security screen front door; (7) removal and replacement of lower-level flooring with engineered hardwood plank; and (8) pest exclusion measures. Seven optional line items include exterior painting, upper-level flooring replacement, exterior vinyl window replacement, deck sealing and staining, bathroom rehabilitation, kitchen rehabilitation, and interior painting. The contract period is approximately 10 months from November 9, 2026 to August 31, 2027, with work hours generally limited to 7 a.m. to 5 p.m., Monday through Friday, and work hours outside normal business hours requiring advance approval. The specifications require submittals including a project superintendent designation, detailed construction schedule incorporating long lead times, schedule of values, site-specific safety and health plan, subcontractor list, quality control plan, and waste management plan prior to the preconstruction conference. Contractors must comply with applicable California building codes, National Electrical Code (2023), OSHA requirements, and NPS regulations, including protection of cultural resources, existing utilities, and natural features. All work shall be performed by California-licensed specialty contractors. The residence will be unoccupied during construction, and contractors are responsible for temporary facilities including restroom facilities, dumpsters, water, and power from existing systems at no charge. Final acceptance includes a one-year construction warranty from the date of final acceptance and submission of all manufacturer warranty information and operation manuals organized by division.

SECTION 01 10 00
DIVISION 1 SHORT FORM GENERAL REQUIREMENTS
PART 1 – GENERAL
ITEM 1 - DESCRIPTION OF WORK
1.1 Background: The project site is a two-level single-family home located near Limantour Beach in Point Reyes National Seashore. The residence was constructed circa 1962. Two relatively level pads were graded into the original sloping terrain. The home consists of a main living space on the upper level constructed over a partial basement and garage on the lower level. The upper pad is roughly ten feet above the lower pad. The lower-level partial basement and garage are constructed on a concrete-slab-on-grade. Half of the upper level is on wood frame over the lower level, while the balance is atop a shallow spread footing of unknown dimensions.
A geotechnical and structural analysis was conducted in 2013 due to extensive slab cracking and settlement [reference report included as Attachment I]. The shallow spread footing and slab were identified to be on top of a relatively thin layer (5-9 ft thickness) of weak, poorly compacted, sandy soil that has been subject to slow ongoing settlement. It is expected that slow settlement will continue unless foundation stabilization is undertaken.
This project addresses recommendations for foundational stabilization contained in the 2013 Miller Pacific geotechnical and structural analysis along with other residential rehabilitation items described herein.
The project residence is used for housing park employees. The residence will be vacated and unoccupied during the contract work.
