About this opportunity
The Department of the Army Corps of Engineers Portland District is preparing to solicit refurbishment of an Eaton/Cutler Hammer 150VCP-W50C vacuum circuit breaker with a sources sought response deadline of May 22, 2026. No set-aside is anticipated. The unit is located at Lookout Point Dam in Lowell, Oregon, where it currently serves as a feeder breaker for station service transformers. Work will be performed at the contractor's facility, with transportation and return shipping (F.O.B. to the dam) the contractor's responsibility. Delivery must occur between 7 a.m.–4 p.m. Monday through Thursday only.
The circuit breaker has sustained contact erosion on all three phases. The contractor must replace all three vacuum pole assemblies with new units meeting IEEE/ANSI C37.04 and C37.06 standards (brand name or equal to superseding type WL35123C), perform factory calibration, and conduct comprehensive testing per ANSI/IEEE C37.09 and NETA Maintenance Testing Specifications. Testing must verify insulation resistance, contact resistance, timing, and over-potential performance against Eaton specifications, with results documented in a certification report. Work must comply with the manufacturer's instruction manual (I.B. 32-255-1G) or ANSI/PEARL standards. A 12-month warranty is required. Government acceptance criteria include zero discrepancies for shipping damage, replacement pole unit serial numbers, spring charging mechanism operation, and open/close functionality. Technical contact is Ceyel Clark, Electrical Engineer (541-349-3009); contracting officer is Darrell D. Hutchens (971-270-8351). The government encourages responses from small business categories including 8(a), HUBZone, WOSB, EDWOSB, SDVOSB, and VOSB firms.
