Statement of Work: Refurbish Eaton/Cutler Hammer 150VCP-W50C Circuit Breaker

This Statement of Work covers the refurbishment of a single Eaton/Cutler Hammer 150VCP-W50C vacuum circuit breaker (serial number 03084859) currently located at Lookout Point Dam in Lowell, Oregon, operated by the U.S. Army Corps of Engineers. The circuit breaker serves as a feeder breaker for station service transformers and has sustained contact erosion on all three phases, bringing it out of manufacturer specification. The contractor must replace all three vacuum pole assemblies with new assemblies meeting IEEE/ANSI C37.04 and C37.06 standards (brand name or equal to superseding type WL35123C), perform factory calibration, and conduct comprehensive testing per ANSI/IEEE C37.09 test procedures and NETA Maintenance Testing Specifications. Testing must verify insulation resistance, contact resistance, timing, and over-potential performance against Eaton's specifications, with results documented in a certification report. Work must comply with the manufacturer's instruction manual (I.B. 32-255-1G) or ANSI/PEARL electrical equipment reconditioning standards.

The contractor is responsible for all personnel, equipment, tools, materials, and supervision necessary to complete the work. The contractor must arrange transportation from Lookout Point Dam to its facility and return the breaker free on board (F.O.B.) to the dam following repairs, with delivery scheduled between 7am–4pm Monday through Thursday only. The government assumes no responsibility for damage, loss, or shipping costs. A 12-month warranty is required. Government acceptance criteria include zero discrepancies for shipping damage, replacement pole unit serial numbers, spring charging mechanism operation, and open/close operation functionality. Technical contact is Ceyel Clark, Electrical Engineer (541-349-3009); contracting officer is Darrell D. Hutchens (971-270-8351).
