This procurement is restricted to General MACC contractors only; eligible contractors are listed on the RFP cover letter and may not otherwise compete.
The procurement is a Total Small Business set-aside under an Indefinite Delivery/Indefinite Quantity contract for multiple award. Place of performance is MCAS Cherry Point, NC. Scope includes interior painting of approximately 273,208 square feet total using specified Sherwin-Williams colors; installation of approximately 60,807 square feet of Luxury Vinyl Plank flooring with resilient rubber base; replacement of approximately 580 interior light fixtures with LED equivalents; and shower caulking and deep cleaning. The contractor must accommodate occupied buildings, work one floor at a time in each barracks, and complete turnover between floors within five working days.
Evaluation uses a lowest-price basis with no liquidated damages. Prevailing wage rates apply under General Decision Number NC20260018. Bond requirements are tiered: none for proposals of $35,000 or less; payment bonds only for proposals exceeding $35,000 but not exceeding $150,000; both bid and payment/performance bonds for proposals exceeding $150,000. Contractors must submit two separate contract line item prices, one for each building. A mandatory site visit was held July 24, 2026. Amendment 0003, posted August 11, 2026, includes 20 pre-award RFI responses and clarifies staffing (one person per building serving as Quality Control, Superintendent, and Site Safety Officer), fixture counts, hazardous material disposal, HVAC status, safety manual references, and other technical details.
