About this file

This is an Amendment of Solicitation/Modification of Contract for federal construction work at Marine Corps Air Station (MCAS) Cherry Point, North Carolina. The amendment (0001, effective 07/31/2026) addresses pre-award Requests for Information (RFI) and adds contract drawings to the solicitation package for the refurbishment of Barracks Buildings 4168 and 4169.

The project scope includes painting all interior surfaces, installing new solid vinyl plank flooring with resilient base, performing deep cleaning and caulking of shower areas, and replacing all existing interior light fixtures in both buildings. The painting work encompasses approximately 121,784 square feet in Building 4168 and 151,424 square feet in Building 4169, using specified Sherwin-Williams colors in semigloss and flat finishes. Flooring replacement totals 27,334 square feet in Building 4168 and 38,023 square feet in Building 4169. Lighting replacement involves approximately 260 fixtures in Building 4168 and 320 fixtures in Building 4169, with new LED fixtures specified to match or exceed existing lumen output. The deadline to submit pre-award RFIs remains August 3, 2026 at 12:00 PM, and the proposal due date of August 14, 2026 at 12:00 PM local time remains unchanged. The amendment includes 26 NAVFAC drawing numbers covering attic plans, chase plans, core plans, sleeping room plans, electrical schedules, and construction details for both buildings. A detailed Work Order (7593597) specifies furniture management, surface preparation requirements, paint specifications, flooring installation procedures, shower restoration protocols, and lighting replacement procedures. The contractor must accommodate occupied buildings, work one floor at a time, and complete turnover between floors within five working days while maintaining building security and minimizing disruption to resident operations.

PREAWARD INQUIRY FORM

PAGE SECTION PARAGRAPH

1 7/14/2026 1 RFP Please provide the governments estimated cost range for the project. This information is requested to determine whether a bid bond will be required. Because requesting a bid bond on the day of bid submissions creates uneccessary risk and may not allow sufficient time for our surety to issue the bond, advance notice of the estimated cost range will help ensure compliance with the Bond Requirements, which require the bid bond to be submitted alongside the proposal.

FAR 36.204 Disclosure of the magnitude of construction projects has been removed by the Revolutionary FAR Overhaul (DARS 2026-O0019).

As a result, the Government will no longer be providing magnitudes on construction projects; please bid accordingly and submit bid bonds accordingly.

2 7/15/2026 Work order states one person can serve as Quality Control, Superintendent, and Site Safety Health Oversite. RFP states two person, one for superintendent / Quality Control and one for Site Safety Health Oversite. Which is correct?

One person per building, as stated in the Work order both building can be worked on at the same time but only one floor at a time, if the CTR is only working on one building then only one person is required.

3 7/22/2026 Please provide any relevant asbuilts for the two buildings. AS-BUILTS will be attached. 0002 4 7/22/2026 Please provide a breakout of the total amount of light fixtures for each fixture type.

All numbers are approximate CTR can verify during site visit and use as-builts to make determination.

5 7/22/2026 Are the existing fixtures to be considered hazardous materials?

The contractor is responsible for the lawful disposal of all removed components, adhering to all local, state, and federal environmental regulations, particularly for components containing hazardous materials (e.g., fluorescent lamps, ballasts)

6 7/22/2026 Will HVAC remain operational in the buildings during construction?

HVAC should remain operational. 0002

7 7/22/2026 Please clarify the anticipated extent of patching and repairs to the walls.

Fill any holes with lightweight spackle.

Scrape & Sand: Scrape off any loose paint. Sand all patches and rough spots flush. Spot-Prime: Paint a quick coat of primer over the patched spots so they don't look dull after final painting.

8 7/22/2026 Please confirm if door frames were included in the 14,112 SF (B4168) and 17,136 SF (B4169) lines for painting. Please also confirm if both sides of the door were included.

Interior Doors only both sides to include frame.

9 7/22/2026 Please clarify if there has been any asbestos or lead surveying done to the buildings. If so, please provide the results. If not, please clarify how suspect material encountered will be handled (unit price, change).

No lead is present, If suspected asbestos is encountered notify the COR immediately and the government will make arrangements from there.

10 7/22/2026 Will any mold remediation need to be completed in any rooms?

No 0002

11 7/22/2026 Will the exposed conduit require painting? No 0002 12 7/22/2026 Will any conduit need to be replaced? No 0002 13 7/24/2026 The lighting scope requires replacement of all existing indoor fixtures and identifies approximately 260 fixtures in Building 4168 and approximately 320 fixtures in Building 4169.

During the Government-scheduled site visit of occupied sleeping quarters, Offerors were not provided access to all rooms and areas and were therefore unable to independently verify the fixture quantities.

Please confirm whether the approximate quantities stated in the SOW are the Government’s estimated quantities for proposal purposes. Please also confirm how any material variance between the stated quantities and actual quantities in areas unavailable for pre-proposal inspection will be addressed.

If Offerors are expected to assume responsibility for all quantity variance, please provide complete access to both buildings or provide a Government-verified room-by-room fixture inventory so that all Offerors may prepare proposals on a common basis.

The Government can set an appointed time and date for the CTR to perform a site visit of both building's also there will be an attachement with the most up to date as builts attached.

14 7/24/2026 7 SOW SOW - Please clarify or correct the page 7 reference to Buildings 4295 and 4296 and clarify whether the page 1 painting reference to Buildings 4166 and 4167 is erroneous.

Correct page 7 as Bldg 4295 and 4296 were removed from the project.

15 7/24/2026 SOW 1.11 SOW, section 1.11 Government Safety Requirements states that "An APP in accordance with EM 385-1-1, Appendix A, is required" And "An AHA in accordance with EM 385-1-1, Section 1, is required for each activity or task." These requirements are refencing the EM 385-1-1, 2014 edition.

Please clarify and/or confirm that the Contractor is to adhere to this edition of the Governments safety manual under this contract.

Updated SOW EM 385-1-1, ENG Form 6293

16 7/24/2026 SOW 1.11 SOW, section 1.11 Government Safety Requirements states "The contractor is responsible for any required permits."

Please provide a list of applicable Federal, State, or Local permits that the Contractor will be required to obtain to adhere to these contract requirements.

No permits are required. 0002

17 7/24/2026 RFP The RFP states that only one floor in each barracks may be under construction at a time while the BEQs remain occupied.

Because the Contractor’s sequence and productivity depend upon timely access to each successive floor, please identify the maximum Government turnover period between floors.

5 working days between each floor will be required for turnover.

Remove and dispose of all existing flooring materials, including any underlayment, tack strips, and adhesives, from the specified areas. Properly dispose of all removed materials off-site.

All subfloor surfaces must be properly prepared to ensure a smooth, and solid base for the new LVP flooring. This includes but is not limited to: Thoroughly cleaning the subfloor. Grinding or sanding down any high spots. Filling any cracks, holes, or low spots with an appropriate leveling compound. Ensuring the entire subfloor is level to the LVP manufacturer's specifications.

Install new, high-quality Luxury Vinyl Plank (LVP) flooring according to the manufacturer's installation guidelines.

Install new underlayment if required by the LVP manufacturer or project specifications. Ensure all planks are properly seated, with tight seams and no gaps.

Install new rubber cove base like and kind to existing in all areas where new flooring is installed. Fill voids along the top edge of base at masonry walls with caulk. Install transition strips as needed between different flooring types (e.g., at doorways leading to bathrooms or hallways).

Showers

The following work is to be performed in both B4168 and 4169.

Perform a thorough deep cleaning of all interior shower surfaces, including walls, floors, and fixtures. Use appropriate commercial-grade cleaning agents to remove all soap scum, hard water deposits, body oils, and any visible surface mold or mildew.

Carefully cut and completely remove all existing caulk from all joints, seams, and corners within the showers approximately 80 linear feet per shower. This includes the seams between wall panels, around the shower pan/base, and around any fixtures or penetrations.

Thoroughly clean all joints and seams where caulk was removed to eliminate any mold, mildew, or residue. Ensure all surfaces are completely dry before applying new caulk.

Isopropyl alcohol should be used as a final cleaning step to remove any remaining moisture and contaminants.

Apply a new bead of, 100% silicone, mold and mildew-resistant caulking to all prepared joints and seams. Tool the new caulk bead to create a smooth, concave, and watertight seal.

Clean the work area daily and remove all old caulking, used materials, and other debris from the premises upon completion of each unit. The contractor must clearly communicate the required cure time for the new caulking, during which the showers must not be used.

Lighting

Replace all existing indoor fixtures at B4168 and B4169. In typical bedroom layout replace existing 2’ x 4’ surface mounted light, and 3’ vanity strip light. In common room, hallways, small laundry rooms, and stairwell replace existing 2’ x 4’ Surface Mounted Light. In stairwells replace existing 4’ wall light. In electrical/mechanical room replace existing 8’ and 4’ surface mounted strip light.

See table below for fixture replacement guidelines in B4168 and 4169. The new fixtures shall be equivalent or superior in light output (lumens) and quality to the fixtures being replaced. Ensure all electrical connections are secure and comply with all applicable electrical codes. Mount each fixture securely to the existing junction box or ceiling structure.
