About this opportunity

The Department of the Air Force Global Strike Command is seeking a contractor to provide comprehensive recycling center management services at F.E. Warren Air Force Base in Wyoming. The contractor will be responsible for managing all aspects of the base's Recycling Center in Building 948, including processing various recyclable materials such as cardboard, paper, metals, wood pallets, small arms brass, lead-acid batteries, and appliances containing refrigerant. The contractor must have a minimum of five years' experience in recycle center operations and provide all necessary management, personnel, equipment, tools, and vehicles to operate the facility in compliance with federal, state, and local regulations. The government will evaluate proposals based on price, technical approach, and past performance factors on an equal basis, selecting the lowest price technically acceptable offer. Proposals are due by 11:00 AM Mountain Time on August 20, 2025, following multiple amendments that updated the contract structure, removed pallet management requirements, and reduced monthly off-base travel costs from $1,900 to $500.

This opportunity is set aside for Total Small Business participation, with no incumbent contractor identified in the documentation. The contract structure includes a firm fixed price commercial service agreement spanning a base year plus four option years from October 2025 through September 2030, with a total contract value ceiling of $25,000,000. The pricing breakdown shows annual costs of $6,000 for off-base travel services, while the recycling center management component requires accounting for 1,992 labor hours annually, excluding 11 federal holidays when the facility will be closed. Services will be performed at Francis E. Warren Air Force Base in Wyoming, with the recycling center operating during normal business hours Monday through Friday from 0800 to 1700. The contractor will also be required to submit a Mission Essential Contractor Service Plan, Accident Safety Plan, and Quality Control Plan as part of their proposal submission.
