This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Recycle Center Management Service at F.E. Warren Air Force Base in Wyoming. The solicitation (FA461325R0008) is for a Firm Fixed Price commercial contract with a base year and four option years, covering the period from 1 October 2025 through 30 September 2030. Key modifications include removing the Pallet Management CLIN, reducing the Off Base Travel monthly rate from $1,900 to $500, and updating the Performance Work Statement with changes to pallet grinding references, monthly travel estimations, and locked area instructions.

The government will award the contract to the responsible offeror with the most advantageous offer, considering price, technical factors, and past performance equally. Offerors must be registered in SAM.gov, be a Small Business certified by the SBA, and provide a Mission Essential Contractor Service Plan, Accident Safety Plan, Quality Control Plan, and cost breakout. The total evaluated price will include the base year, option years, and a potential six-month extension, with the lowest price technically acceptable offer being selected.

Evaluation Factors for Award

Header Miscellaneous Text (Modified):

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, in additional to the evaluation factors listed below. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award. The following factors shall be used to evaluate offerors but will not rank the proposals by the non-price factors. The lowest price technically acceptable and determine responsible/qualified offeror based on the evaluated factors and subfactors below, shall be the awardee of this requirement.

Factor 1: Price- Price is equally important as technical and past performance factors.

1.1 Offers conforming to all requirements of the solicitation will be ordered from lowest to highest according to the Total Evaluated Price (TEP). TEP was calculated in Attachment 4 Price Proposal Breakout.

1.2 TEP includes the price for the basic year and all priced option years to include the six-month extension of services. The six month extension of services will be evaluated at half the price for Option Year 4.FAR 52.217-8 Option to Extend Services is included in this solicitation. The result of the inclusion of the six-month extension will be used only for evaluation purposes as part of TEP, but will not be included in the contract award.

1.3 Evaluation of options shall not obligate the Government to exercise such options.

1.4 Unbalance Pricing: The Government will analyze proposals to determine whether they are unbalanced with respect to prices, variable quantity matrix factors, and separately priced line items in accordance with FAR 15.404-1. An offer may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.

Factor 2: Technical- Technical is equally important as price and past performance.

The technical rating reflects the evaluation of the acceptability of the offeror's technical approach for meeting the Government's requirement. Technical is either acceptable or not acceptable depending up on the subfactors below:

2.1 Submission of Attachment 3 Mission Essential Contractor Service Plan

2.2 Submission of Accident Safety Plan

2.3 Submission of Quality Control Plan

A proposal is technically unacceptable if it does not meet the requirements of the solicitation.

Factor 3: Past Performance- Past Performance is equally as important as price and technical factors.

Maximum two pages of relevant and recent experience (within the past five years) related to recycle center management services.

Acceptable: Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown (no past performance available). The Contracting Officer reserves the right to review Contractor Performance Assessment Reporting System (CPARS) (if available) and determine the Contractor Responsibility/Qualification.

Unacceptable: Based on the offeror's performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement to include the six month extension (notation in instruction to offerors). This is the total evaluated price. The Government may determine that an offer is unacceptable if the option prices are significantly unbalance. Evaluation of options shall not obligate the Government to exercise the option(s).

A written notice of award or acceptance of an offer, furnished via electronic means to the successful offeror within the time for acceptance specified in the offer (valid until 1 October 2025), shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
