About this opportunity

The USDA Forest Service anticipates issuing a Request for Proposals for Recreation One Stop Support Services (Recreation.gov) and has released an RFI with a response deadline of May 21, 2026, to gather industry feedback on draft procurement documents. The current contract expires September 30, 2028, with the successor award structured as a five-year base period plus five optional one-year terms for a total possible ten-year performance period. No set-aside applies.

The system serves eight federal agencies—Bureau of Land Management, Bureau of Reclamation, National Park Service, Naval District Washington, Presidio Trust, U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, and U.S. Forest Service—processing more than 10.5 million reservations annually across more than 6,000 facilities with over 48 million annual visitors. Place of performance is nationwide, with hosting required in a FedRAMP Moderate certified cloud environment.

Technical requirements include 24x7x365 availability; security compliance with NIST standards and Zero Trust principles; Authority to Operate from USDA; Section 508 accessibility; reservation system functionality supporting campsites, permits, lotteries, and passes with role-based access; financial transaction processing meeting Treasury and PCI DSS requirements; and comprehensive disaster recovery and business continuity plans. The contractor must develop a minimally viable product within 18 months using agile methodologies and transition the legacy system with no service degradation. The Government retains unlimited data rights, intellectual property ownership, domain assets, and branding.

Pricing is constrained by the Federal Lands Recreation Enhancement Act, which prohibits subscription-based or flat-fee models and requires per-use, per-amenity, or per-permit structures. No award ceiling is established for the current incumbent contract (AG-3187-C-16-9000). The draft CLIN structure addresses internet reservations (3.5 million estimated units), contact center services, field services, telecommunications, specialized lotteries, ATO staffing, EMV terminals, cloud storage, and Service Contract Act labor. Large business offerors must submit small business subcontracting plans to remain eligible.

RFI responses are limited to 15 pages, due by 1:00 p.m. ET on May 21, 2026, to SM.FS.R1SProc@usda.gov. A Vendor Question & Answers document was added May 20, 2026.
