About this file

This is a Vendor Questions and Answers document for a Recreation Information System (R1S) Support Services contract (12760426Q0021) issued by the U.S. Forest Service under the Department of Agriculture. The document addresses six substantive inquiries from industry regarding contract structure, operational requirements, and technical specifications.

The Government confirmed that the current incumbent contract number is AG-3187-C-16-9000 with no established ceiling value. Regarding ownership models, the Government will not transition to a fully Government-Operated model but will consider either Government-Owned, Contractor-Operated or Contractor-Owned, Contractor-Operated arrangements based on proposed solutions. The contract will comply with the SHARE IT Act and M-16-21 Federal Source Code Policy requirements for data rights and code ownership. Pricing models are constrained by the Federal Lands Recreation Enhancement Act (FLREA), which prohibits subscription-based or flat-fee alternatives and requires per-use, per-amenity, or per-permit fee structures, with annual interagency passes as the only subscription-like product authorized. The Government intends to provide historical volume data by reservation tier to support industry pricing feasibility analysis. A Minimally Viable Product must fully replace the legacy system within 18 months, with contractors expected to propose feasible transition plans if this timeline is unachievable. The Government bears capital expenditure responsibility for EMV terminals on a reimbursement basis, with contractors including equipment costs in their quotes. Telecommunications support is mandatory for all responses but applies only to specific remote locations to be provided by the Government, with flexibility for future location additions or removals.

1 RFI Current Incumbent Contract Number AG-3187-C-16-9000 Reading Room Link: https://www.fs.usda.gov/about-agency/foia/reading-room?page=0 2 RFI Ceiling Value None

3 SOO Section 6.1 Contractual Overall

Ownership Model Transition: "Does the Government intend to transition to a Government-Owned, Contractor-Operated (GOCO) or Government-Owned, Government- Operated (GOGO) model for this next phase, or does it plan to continue the current Contractor-Owned, Contractor-Operated (COCO) 'as-a-service' model established in 2016?".

The Government is providing industry the flexibility to propose the solution in response to our SOO. The Government will not transition to a Government-Owned, Government-Operated model. Based on the solution proposed, the Government will consider a Government-Owned, Contractor-Operated or Contractor-Owned, Contractor-Operated model.

4 SOO Section 10.0 Data Rights

Intellectual Property and Data Rights: "The Draft SOO mentions seeking 'sufficient technical and data rights' to avoid single-vendor dependency at the end of the term.

Does the Government define 'sufficient rights' as full ownership of the underlying source code, or just unrestricted licensing for operation, maintenance, and future transition?"

The Government is providing industry the flexibility to propose the solution in response to our SOO. The next contract will comply with the Source Code Harmonization And Reuse in Information Technology Act (SHARE IT Act) requirements on Code Ownership and M-16-21 on Federal Source Code Policy: Achieving Efficiency, Transparency, and Innovation through Reusable and Open-Source Software.

RFI Section 4.0 Item 4 SOO Section 4.0 Background RFI Section 3.D Draft CLINS Structure

Transaction Fee Limitations: "Are there specific constraints under the Federal Lands Recreation Enhancement Act (FLREA) that would prohibit alternative pricing models, such as a subscription-based or flat-fee management model, instead of the current per-transaction fee structure?

FLREA contains specific statutory constraints that effectively prohibit subscription based, flat fee, or other alternative pricing models for general recreation access. The law requires agencies to charge per use, per amenity, or per permit fees, and the only "subscription-like" product would be annual interagency passes. FLREA authorizes annual interagency passes like the America The Beautiful Pass for entrance fees, and individual agencies may offer local annual passes such as the Northwest Forest Pass for standard amenity fees.

6 RFI Section3.D

CLIN Structure Feasibility: "The draft CLIN structure utilizes tiers for reservations. Will the Government provide historical volume data by tier to assist industry in determining the feasibility of these tiers for future pricing? Yes, the Government intends to provide historical data to assist industry in pricing.

Question # RFI Section/ Attachment and/or Page # Question Response

7 Requirement 6.2.19

MVP Scope: "Requirement 6.2.19 mandates a Minimally Viable Product (MVP) within 18 months. Does the Government expect the MVP to replace the legacy system entirely at that point, or will it run as a pilot alongside the existing platform?

The Government intends that the MVP would fully replace the legacy system. If this is not doable in 18 months, we would like industry to advise us and work to create a transition plan with minimal disruption for interal and external customers.

Please include in your response a duration for a feasible transition period.

SOO Section 6.7.3 (Financial) SOO Section

6.9.2 (Ancillary)

Physical Hardware Management: "The SOO requires management of EMV terminals at field locations. Who is responsible for the capital expenditure (CapEx) of new hardware—the Government or the Contractor?

The Government is responsible for capital expenditure on a reimbursement basis. The contractor should include pricing for the EMV terminals (or something with equivalent functionality) in their quote.

9 SOO Section 6.9.2 (Ancillary)

Telecommunications Support: "Is the requirement for ancillary telecommunications support (e.g., satellite internet) intended to be a mandatory component for all bidders, or can this be proposed as an optional service for specific remote locations?

Telecommunications Support is a mandatory component for all responses, however, it does not apply to all locations.

The government will provide a list of specific remote locations, though in the future locations may be added or removed from this service.
