RECOVERY--The US Army Corps pf Engineers, Pittsburgh District, has a project for paving at Berlin Lake, OH and MJ Kirwan, OH. The major features of the contract are identified below:

At Kirwan, this project will consist primarily of an asphalt overlay on the dam road, the service road from the existing gate to the intersection with the maintenance road, the maintenance road, and the maintenance area lot. There will be a complete reconstruction of the dam road entrance as well as small areas of the maintenance lot. The overlay will require feathering the overlay to the existing pavement. The reconstruction will require saw-cutting and removal of the existing pavement. There are existing monuments and alignment pins that are to be preserved. The intent is to have the reconstruction and overlay performed at the same time so that there are no joints in the top course of asphalt.

At Berlin, this project will consist of an asphalt overlay of the entrance road, day-use parking lot and turnaround, and Road Q from intersection with Ranger Contact Station to exit. The boat launch parking lot will receive an asphalt overlay and a portion of the boat launch parking lot will receive an asphalt scratch coat. Parking lot bumpers will be removed and reinstalled and painting of parking lines, handicapped parking stalls, miscellaneous parking lot graphics and flow arrows will be necessary. A new overflow parking lot shall be constructed. This work will include tree clearing, rough/fine grading and preparation of sub-base, typical new construction pavement courses, drainage conveyance ditches, parking bumpers, and painting lines/graphics.

The magnitude of the project is between $250,000 and $500,000. This procurement will be a TOTAL HUBZONE SET ASIDE. The Invitation for Bid (IFB) will be issued approximately July 22, 2009 on-line only through the Federal Business Opportunities website; therefore, requests for hardcopies of the specifications and drawings will not be honored. Requests must be made by registering for this solicitation at http://www.fedbizopps.gov. Once registered, vendors, plan rooms and printing companies will be able to download the solicitation and drawings on or after the above issuance date.
