QUESTIONS & ANSWERS
The following questions were received and responses are provided:
For Both Sites
Q1. Are there erosion control measures that need to be included in the bid for either site?
A1. Erosion control measures were not designed by the Army Corps of Engineers for this project. The phrase, “as indicated on the drawings” has be removed from SECTION 01 57 20.00 10, 3.2.3 Erosion and Sediment Controls.
This will require the contractor to design and use temporary or permanent Best Management Practices (BMP’s) in order to control erosion and sediment. It should be noted that the contractor will be required to submit a formal Erosion and Sediment Control plan that follows SECTION 01 57 23.00 10, 1.4.1 Erosion and Sediment Control Plan.
Q2. Currently, only the Kirwan drawing set shows butt joints at all asphalt/concrete interfaces. Are butt joints required at all asphalt/concrete interfaces for both sites?
A2. Yes, butt joints will be required for all asphalt/concrete interfaces on both projects. A detail has been placed in the Berlin drawing set.
Q3. Is this project expected to be completed this season? Does the Corps of Engineers forsee any delays? By the time the contract is awarded, we may be getting into bad weather.
A3. The performance period is revised. See FAR Clause 52.211-10 Alternate I for revisd performance period end dates.
For Berlin
Q4. The boat launch item on page 5 of 68 in the solicitation states Pave Boat Launch Parking Lot and Access Road, but plan page G-107 shows just overlay of parking lot. Is the access road intended to have an overlay?
A4. Only the parking lot is to receive overlay, as shown on G-107.
Q5. Sheet G-107, Note 3C states 9,830 SY for construction of asphalt overflow parking lot, but bid sheet page 7 of 68 in the solicitation show 7,300 SY. Measurements indicate that the 7,300 is correct, but please clarify.
A5. 7,300 SY is the correct quantity. The note on the drawings is in error and has been removed from Sheet G-107.
Q6. Is there any detail on the underdrain ditch dimensions and stone bedding and backfill required? Also, is there any detail for the 27” HDPE ditch, bedding and backfill?
A6. The underdrain ditch will be 1’-3” wide at least 1’ below the bottom of the aggregate base. The bedding stone will be #57’s with the bottom 2” to be tamped. The ditch walls and floor should be covered with a geotextile filter fabric.
The drainage pipe has been changed to 30”. The 30” HDPE pipe trench will be 56” wide. The bedding stone will be #57’s with the bottom 6” to be tamped. The trench walls and floor should be covered with a geotextile filter fabric.
A detail has been added to the drawing C-319.
Q7. Is there any work to be done on the boat ramp?
A7. There is no work to be done on the boat ramp.
Q8. Are there any repairs?
A8. There is an area of the Boat Launch Parking Lot that will require a scratch coat prior to overlay as shown on Drawing G-107.
Q9. Are the parking blocks to be replaced?
A9. The parking blocks are to be removed during the overlay process and then set back in place once the overlay has been completed as shown on Drawing G-106.
Q10. Should contractors stay with the Corps of Engineers handicapped standards?
A10. The Army Corps of Engineers, being a federal facility, falls under the ABA (Architectural Barriers Act) regarding handicapped standards.
For Kirwan
Q11. Sheet G-116 typical section for asphalt overlay shows 4’ seeded shoulders, but much of the service road has the stone ditch on one side. Is that just to be left as is? Is any stone required to be placed on shoulder of dam road or service road where stone currently exists?
A11. The intent of the 4’ seeded shoulder is to provide a smooth transition from the road surface to the surrounding ground. In the areas where no transition is needed, as example beside the stone ditch, no seeded shoulder is required.
Q12. Plan page G-116 shows geotextile on top of the aggregate base.&n bsp; Is that the intent?
A12. The intent of the geotextile is to promote durability of the pavement section. The geotextile should be on top of the sub-grade and not the aggregate base as currently shown. Sheet G-116 has been revised.
Q13. The bid quantity for Entrance Reconstruction on page 11 of 68 in the solicitation shows a quantity of 1,710 SY. That seems very high. Please verify.
A13. 1,710 SY is the correct quantity for the Entrance Recontstruction.

52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984) -
ALTERNATE I (APR 1984)
The Contractor shall be required to (a) commence work under Items 0001, 0003 and 0004 of this contract within ten
(10) calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and

The Contractor shall be required to (a) commence work under Item 0002 of this contract within ten (10) calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 240 calendar days after the date or receipt of the Notice to Proceed. The time stated for completion shall include final cleanup of the premises.
The completion dates are based on the assumption that the successful offeror will receive the notice to proceed by September 30, 2009. The completion date will be extended by the number of calendar days after the above date that the Contractor receives the notice to proceed, except to the extent that the delay in issuance of the notice to proceed results from the failure of the Contractor to execute the contract and give the required performance and payment bonds within the time specified in the offer.
