About this opportunity

The Department of the Army Medical Command's Medical Readiness Contracting Office - Pacific has published a Special Notice announcing its intent to award a sole-source contract to Roche Diagnostics Corporation for reagents, supplies, training, and maintenance services for a government-owned Roche Diagnostic Total Laboratory Automation system. This is not a request for quotes but rather a notice of intent to proceed with a non-competitive procurement under FAR 13.106-1(b)(1) authority. The anticipated contract will be structured as an indefinite delivery indefinite quantity (IDIQ) arrangement with a 3-year ordering period. The procurement is intended to support the Roche Total Laboratory Automation system at Madigan Army Medical Center, which includes multiple Cobas Pro lines and various analytical modules. The system is designed to provide discrete random access chemistry and immunochemistry analysis capabilities with integration into the Military Health System Genesis electronic health record.

The government's objective is to secure essential support services for their existing Roche diagnostic equipment, justifying the sole-source approach by stating that only an authorized service provider can supply the unique supplies and services required for this specialized laboratory automation system. Interested parties who believe they can provide the stated supplies and services may submit capability documentation by July 17, 2025, at 12:00 PM Pacific Time via email to the contracting officer. Any responding firms must provide clear and convincing documentation demonstrating their capabilities to satisfy the requirements outlined in the Statement of Work, including technical background and experience relevant to supporting these laboratory automation requirements. The procurement will follow FAR Part 13 Simplified Acquisition Procedures, and the government emphasizes that responses to this notice will be used solely to determine whether to conduct a competitive procurement, with the final decision to proceed non-competitively remaining at the government's discretion.
