About this file

The document is a Draft Salient Characteristics file for a Roche Chemistry Analyzer System, detailing technical specifications for a total laboratory automated system. The system includes multiple modules (8100, ISE, c702, c503, e801, and p701 storage) and is designed to provide discrete random access chemistry/immunochemistry analysis with capabilities to connect to various testing platforms. Key requirements include connecting with the Military Health System (MHS) Genesis electronic health record, having an Authority to Operate on the Defense Health Agency's Medical Community of Interest server network, providing training slots, offering hands-free post-analytical storage, and supporting Data Innovations Instrument Manager.

Specific technical capabilities include performing 500 samples per hour, holding up to 280 reagents on board, supporting multiple configurations, enabling third-party reagent integration, and performing high-sensitivity Troponin T analysis. The system is part of a sole-source procurement by the Department of the Army Medical Command, with Roche Diagnostics Corporation as the intended contractor. The anticipated contract is an indefinite delivery indefinite quantity (IDIQ) contract for a 3-year ordering period, focused on procuring reagents, supplies, training, and maintenance for the government-owned Roche Diagnostic Total Laboratory Automation system. Interested parties can submit capability documentation by 17 July 2025 at 12:00 PM Pacific Time.

SALIENT CHARACTERISTICS

Roche Chemistry Analyzer System

The Roche Chemistry Analyzer system will be a total laboratory automated system that includes: 8100, ISE modules, c702 modules, c503 modules, e801 modules, and p701 storage module. The Roche Chemistry Analyzer System provides discrete random access chemistry/immunochemistry analyzer system to include but not limited to pre-analytical processing and sorting, post-analytical storage, and the ability to connect to hematology, coagulation, urinalysis, and additional testing platforms. The system includes Data Innovations Instrument Manager and Roche Cobas Infinity solution capable of managing workflow, provide autoverification capability, and be able to write customized rules for all testing platforms (Chemistry and third party) that are connected to the system.

This system shall:

1. Shall be able to Connect with the Military Health System (MHS) Genesis electronic health record.

2. Shall have a written Authority to Operate (ATO) on the Defense Health Agency’s (DHA) Medical Community of Interest (MEDCOI) server network at time of proposal.

3. Shall provide 2 training slots per instrument per year at the vendor’s training facility.

4. Shall provide hands free post analytical temperature controlled storage and hands free retrieval.

5. Shall be able to support Data Innovation Instrument Manager (IM) or vendor specific version of IM.

6. Shall have the capability to upgrade the current chemistry lines to the latest commercially available product.

7. Shall have the capability to upgrade the current barcode readers to laser barcode readers.

8. Shall be able to perform a minimum of 500 samples per hour.

9. Shall be able to hold up to 280 reagents on board.

10. Shall be able to offer multiple configurations to fit testing needs as the mission requires.

11. Shall have the ability to add third party reagents to the systems.

12. Must be able to perform Troponin T, high sensitivity analysis.
