About this opportunity
The Department of Agriculture Agricultural Marketing Service seeks to procure Ready to Eat (RTE) cereal products to support domestic feeding programs through solicitation number 12-3J14-26-R-0209. The agency will award multiple firm-fixed-price contracts for high-quality, nutritious cereal meeting specified technical requirements, with delivery to 49 contiguous states from August 1, 2026, through July 31, 2027. Key contract requirements include FDA food facility registration compliance, approved food defense plans, domestic origin certification, and products meeting nutritional standards with no more than 6 grams of added sugars per dry ounce and 50% or greater whole grain composition. Evaluation will prioritize technical specifications as the primary factor, with past performance and price as secondary considerations under a tradeoff methodology. Proposals are due by April 17, 2026, and offerors must submit responses electronically via the Web-Based Supply Chain Management (WBSCM) system.
This is an unrestricted acquisition with no set-aside designation, allowing all responsible sources to submit proposals regardless of business size. Four contract line items (CLINs 0001-0004) have been established for different cereal types, with an estimated monthly requirement of 50 truckloads and a maximum capacity of 100 truckloads per month, totaling an estimated 600 truckloads and a maximum of 1,200 truckloads annually. Successful contractors will receive firm-fixed-price contracts on a truckload basis with a guaranteed minimum award of $1,800, and must maintain minimum capacity of 25 trucks per delivery period with products retaining at least 220 days of shelf-life upon receipt. Pricing must be held firm for 90 calendar days following submission. Performance of services will occur nationwide across the 49 contiguous states during the one-year contract period.
