About this opportunity
The United States Department of Agriculture (USDA) Rural Development Technology Office is seeking an IT support services contractor to maintain and operate its portfolio of information technology systems that support rural financial assistance programs. The solicitation is a Request for Proposal (RFP) for comprehensive application sustainment and operations support across four primary focus areas: Production Support Operations, Salesforce Application Maintenance, Legacy Application Maintenance, and Development, Modernization, and Enhancements. The government intends to award a single Indefinite Delivery Indefinite Quantity (IDIQ) contract to the most advantageous offeror, with technical and past performance being significantly more important than price. Key evaluation criteria will include the contractor's ability to support various technology platforms, maintain application integrations, conduct system testing, and ensure Section 508 accessibility compliance. Critical deadlines include a Q&A period closing on May 15, 2025, with proposal submissions due by June 2, 2025 at 3:00 p.m. EST.
The contract is a 100% set-aside for 8(a) Small Businesses under NAICS code 541511 with a small business size standard of $34 million. The contract will have a 3-year ordering period with a 6-month option to extend services, to be performed in Washington, DC 20250. While no incumbent contractor is specifically named, the solicitation emphasizes rigorous cybersecurity requirements, including compliance with NIST standards, supply chain risk management, and stringent background investigation protocols for contractor personnel. The government will require comprehensive performance monitoring through detailed Key Performance Indicators (KPIs) covering change management, incident reporting, and operational metrics. The contractor will be expected to support approximately 65 distinct applications across multiple program areas including Guaranteed Loans, Single Family Housing Direct, Commercial Lending, Multi-Family Housing, and Enterprise Support Services, with a focus on utilizing Agile methodologies and DevSecOps principles.
