About this opportunity
The Department of the Navy Naval Air Systems Command (NAVAIR) is seeking proposals for a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide Rapid Operations Material Management (ROMM) services. The contract will cover a range of material management functions including procurement, receiving, delivery, shipping, warehousing, inventory control, hazardous material handling, and related recordkeeping and reporting. Key personnel requirements include a Senior Program Manager, Senior Logistician, and Senior Transportation Manager. Proposals will be evaluated on technical approach, management, key personnel qualifications, and cost. Proposals are due by September 23, 2024 at 2:00 PM EST.
This is a small business set-aside procurement. The contract has a 5-year ordering period with a potential 6-month option. The place of performance will primarily be at contractor-provided facilities, with approximately 36% of the work to be performed at government sites. The contract will utilize Cost Plus Fixed Fee (CPFF) task orders, and the government anticipates a mix of funded line items including Working Capital Fund, Procurement, Operations & Maintenance, and Research, Development, Test & Evaluation.

03 September 2024: The ROMM Amendment 1 is attachment and includes updated CDRLs, updated P1, updated P2, along with the Q&A recieved from industry (RFP Questions and Answers). Please submit proposals by 23 September 2024 at 14:00 PM EST.
26 August 2024: THIS NOTIFICATION IS BEING MADE TO PROVIDE PARTICIPANTS WITH THE MAXIMUM AMOUNT OF TIME FOR SCHEDULING AND MAKING TRAVEL ARRANGEMENTS. There is a ROMM Site Visit being held on 04 September 2024. There will be a tour of buildings 8115, 8185, and 8105 (schedule below). No questions or comments will be asked or responded to during and from these tours.
Schedule as follows:
- Building 8185 from 0930-1000
- Building 8105 from 1000 -1030
- Building 8115 from 1030-1100
Attendees: Each company or joint venture is limited to two (2) attendees.
Registration Instructions: Registration is required. To register for the event, complete, and then email the attached registration form labeled “ROMM Registration Form” to the primary and secondary point of contacts listed in this announcement by August 30, 2024 at 1600 with a subject line that states “ROMM Site Visit.” A completed registration form should contain the name of the company, business size (under NAICS 541330), CAGE code, and the name(s), phone number(s), and email address(es) for the proposed attendees (up to two (2) attendees only), and base access need.
Base Access: Base access is required for this event. If the attendee(s) does not have base access, please indicate this in the respective field on the ROMM Registration Form, complete the attached base access form labeled “Base Access Form”, and then send to the primary and secondary point of contacts listed in this announcement by August 30, 2024 at 1600. A WOLF civilian will contact the attendee(s) to assist. The Government will not accept any changes to attendees that require base access after August 30, 2024 at 1600.
