Instructions Instructions to Prime Contractors for completing Attachment P2 Annual Fully Burdened Labor

| B | Offeror Name | Enter the Offeror (Prime's name or Subcontractor's name) in this field to distinguish between the companies |
| C | Proposed Labor Category (Furnished by Government) | Enter the Proposed Labor Category that correlates to each of the Government solication Labor Categories in the Attachment P1 Cost Summary. Spell and format entry the same every time it is used on the template (for example, when it relates to the Prime Offeror's rates on one row and to a Subcontractor's rates on another row). If the Offeror determines that no personnel will be proposed to perform work defined by one of the Government Estimate Labor Categories listed, enter "NA". |
| D | Individual Designator* | For each individual Contractor employee proposed, the contractor shall enter the corresponding Position Number or Employee name as found on Attachment P1. |
| E-I | Proposed Annual Fully-Burdened Labor (Rate) per Labor Catergory, per Labor Individual Designator | Enter the Annual Fully-Burdened Labor Rate proposed for the applicable performance period (e.g. Base or Year_#) for personnel associated with the Proposed Labor Category and Individual Designator. Enter numbers only, in U.S. Dollar format $###.## rounded to the nearest cent. Annual Fully-Burdened Labor Rates shall include fringe, overhead, G&A, and fee on total cost, but should not include Fully-Burdened Other Direct Costs (ODCs) such as Materials, Travel, and Cost of Money costs. |
| J | Total Hours Proposed | Enter the Total Hours Proposed per year for the proposed labor category to be consistent with what is proposed on the Attachment P1. If the Hours differ per year, please add additional columns to separate the hours by year. |
| K-O | Proposed Annual Fully-Burdened Labor Amount (Yearly) per Labor Catergory, per Labor Individual Designator | Calculate the Total Proposed Annual Fully Burdened Amount per Year by multiplying the Annual Fully-Burdened Labor Rates times the amount of hours proposed for the applicable performance period. Per Section L of the RFP, any individual whose proposed Annual Fully Burdened Labor Amount (Yearly) shall be less than $300K or a tripwire justification shall be included in the proposal. |
