Question Answer

Section C, Statement of Work, Paragraph 3.4, Personnel Qualifications – Recent NAWCAD solicitations typically designate higher percentages of the labor categories as Key personnel. Initially, the ROMM solicitation required five Key resumes of the

59.5 positions in the base year, reflecting 8.5% of the total workforce then and now only 5% (based on three resumes); in OY4 this reduces even further to less than 3% of the workforce, well below NAWCAD’s standard. The Key GOM PM position at Norfolk, VA was clearly removed in Amendment 0001 as a result of Industry concerns regarding the part-time level of effort. However, the Government did not provide rationale for reducing the resume requirement in Paragraph 3.4 from two to one for the Transportation, Storage, and Distribution Manager. To enable the Government to ensure a minimum risk to a contract of this size and LOE by evaluating the essential personnel that will be available for the duration of contract performance, recommend that the Government consider revising Paragraph 3.4 to require two resumes for the Transportation, Storage and Distribution Manager to be consistent with Section L, Paragraph 1.2, page 106 which already requires two resumes for the position.

The Government updated the requirement per Amendment 0001 based on the Government's need. The Government will adjust section L, paragraph 1.2, to the requirement of one resume for this position. " Please see Amendment 0002 of the

Section C, Statement of Work, Paragraph 3.4, Personnel Qualifications/Attachment P1/ Attachment P2 - The Key GOM PM position at Norfolk, VA was removed in Amendment 0001 to accommodate Industry concerns related to the part-time level of effort. However, Norfolk, VA still requires a contractor site warehouse, but the only LOE associated with Norfolk, VA is a Warehouse Specialist at 0.25 LOE per year. In support of the 10,000 square foot warehouse, it is respectfully requested the KEY GOM PM Norfolk position be reinstated.

The government has confirmed the LOE required for the Noforlk location and the requirement remains as presented in amendment 0001.

Section B states 3 key personnel labor categories with quantity (1) each of: General and Operations Manager (PM), Senior; Logistics, Senior; and Transportation, Storage, and Distribution Manager.; Could the Government please provide the number of resumes and under which key personnel labor categories is required to be provided for this solicitation?

3.2.2.1 indicates 4 key personnel labor categories: quantity (2) General and Operations Manager (PM), Senior; quantity (1) Logistics, Senior; and quantity (1) Transportation, Storage, and Distribution Manager.

3.4.2 indicates quantity (1) each of the key personnel labor categories of General and Operations Manager (PM), Senior; Logistics, Senior; and Transportation, Storage, and Distribution Manager.

Section L p. 107 indicates under key personnel resumes: quantity (1) General and Operations Manager (PM), Senior; quantity (1) Logistics, Senior; and quantity (2) Transportation, Storage, and Distribution Manager.

Attachment P1 - Cost Summary Spreadsheet identify 3 key personnel labor categories as: (1) General and Operations Managers (Program Manager) Senior, (1) Logisticians, Senor and (1) Transporation, Storage, and Distribution Manager, Senior.

Could the Government please provide the number of resumes and under which key personnel labor categories is required to be provided for this solicitation?

*Section 3.2.2.1 indicates the number of Security clearances required per labor category. This table does not represent resumes needed or the number of Key Personnel required under this requirement.

The Logisticians, Senior (Key) and the Transportation, Storage, and Distribution Manager, Senior (Key) categories require the DPAS Train-the-Trainer (TTT) certification.

We have investigated this requirement, which requires two weeks of virtual training and one week in-house practical training. We have engaged DPAS Training contacts and were directed to a third-party contractor for further assistance. It is our understanding to fund this training event, a Government entity would need to MIPR funds to DLA to begin this process. As a small business Defense contractor, we are unable to MIPR private funds to a Government organization. We have had ongoing discussions with the DPAS Training Coordinator, and they have advised that without a Government sponsor, the DPAS Train-the-Trainer certification is not an option that can be provided at this time or privately funded.

This offeror requests the Government clarify the process to obtain this training, reconsider this requirement, and classify all DPAS training and certifications as post-award activity for all impacted labor categories. This would allow the opportunity for NAWCAD WOLF to act as the sponsoring agency and MIPR funds for the training. As written, the RFP requirements are biased toward an incumbent and does not support fair and open competition among small businesses.

Offerors submitted questions requesting that the DPAS Train-the-Trainer Certification, the Forklift Operator Certification, and the Forklift Train-the-Trainer Certification all be allowed to be obtained post-award. The Government provided conflicting responses to each:

Amendment 1 did not amend any of the labor category requirements for the Logisticians, Senior (Key) and Transportation, Storage, and Distribution Manager, Senior (Key). As written, the Government is still requiring key personnel to have the DPAS Train-the-Trainer Certification, Forklift Operator Certification, and Forklift Train-the-Trainer Certification at the time of proposal submission.

As indicated by the Government’s responses to Q&A #82 and #83, this offeror requests that the Government amend the requirements of the Logistics, Senior (Key) and Transportation, Storage, and Distribution Manager, Senior (Key) to allow for all training to be obtained no later than 21 calendar days after contract award, or date of hire, whichever is later.

Clarification is requested regarding the Government's response to Question #61 included in the Questions & Answers posted in SAM.gov on 03 September 2024.

Attachment P1 specified both regular hours and overtime hours for several SCA labor categories and require the same Minimum Direct Rate for both regular hours and overtime hours. Normally, a contractor's SCA employee working overtime under a Government contract are required to be paid time-in-a-half on a hourly basis. Should the Government revise the Attachment P1 - Cost Summary Spreadsheet to specify a time-in-a-half Minimum Direct Rate for all SCA labor categories requiring overtime hours?

It is the Offeror's responsibility to apply a time and a half rate where applicable.

The proposed Level of Effort (LOE) Ceiling specified in Amendment 0001, Section L, paragraph 2.5.2 is stated as 1,045,011 and the Attachment P1 LOE Ceiling in Attachment P1 is stated as 1,042,611. Please confirm the Government's proposed LOE Ceiling for this requirement.
