About this opportunity
The Department of the Air Force Pacific Air Forces is seeking a contractor to provide rapid non-invasive concrete spalling assessments at Kadena Air Base in Okinawa, Japan. The contractor must perform comprehensive scanning and evaluation of approximately 32 buildings in the Sebille Manor neighborhood, utilizing advanced technologies including Ground Penetrating Radar, Ultrasonic Testing, Thermal Imaging, and Laser Scanning to detect structural defects such as spalling, cracks, voids, and other anomalies in 6-12 inch thick steel-reinforced concrete structures. Key requirements include developing a severity index for defects, providing detailed digital reports with 2D/3D graphics and visual documentation, and possessing certifications such as Certified Concrete Technician and ASNT certifications in Ultrasonic Testing and Ground Penetrating Radar. The solicitation will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology, with quotes assessed on a pass/fail basis against seven technical criteria including scanning methodologies, data collection capabilities, and integration with USAF systems. The response deadline has been extended to June 15, 2025, with quotes remaining valid for 60 days after submission.
This solicitation is set aside for Women-Owned Small Business (WOSB) concerns under NAICS code 541990 with a size standard of $19.5 million. No current incumbents or contractors are identified in the documentation. While specific award values are not disclosed, the contract includes a base requirement for 32 units of concrete condition analysis with two optional line items of 3 units each, potentially expanding the scope to assess up to 38 buildings total. The performance period spans 180 calendar days from contract award, with specific milestones including an initial report on the first 10 buildings within 30 days and a final comprehensive report within 45 days after initial report acceptance. All work will be performed at Kadena Air Base in Okinawa, Japan, focusing on buildings constructed in 1977 that range between 6,110 and 6,334 square feet, requiring scanning of roof slabs, load-bearing walls, beams, columns, exterior overhangs, walkways, and canopies.
Notice text
The Contractor shall be responsible for providing all necessary personnel, equipment, tools, materials, supervision, transportation, safety equipment, and any other pertinent items or services required to assess the severity of concrete degradation. Additionally, the Contractor will determine the structural integrity of areas that exhibit concrete and steel section loss within the facilities specified in this PWS. (Attachment 1)
- Scanning of Concrete Structures:
The Contractor is required to perform scanning on approximately 6-12 inches thick steel reinforced concrete across both horizontal and vertical surfaces. This includes the entire roof slabs, load-bearing walls, beams, columns, exterior overhangs, walkways, and canopies of the buildings listed in Attachment 2. The government may request additional units be added under the optional CLIN 1001 and/or CLIN 2001, each consisting of 3 buildings.
The non-invasive scanning process must effectively detect various defects, including but not limited to spalling, cracks, voids, and other structural anomalies, on both the exterior and interior surfaces of the structures. The Contractor will be responsible for removing ceiling tiles and insulation, as well as navigating around any utilities or obstructions as necessary to complete the required scanning and testing procedures. The contractor is responsible for returning all items to its original state after scanning and testing.
