FAR 52.212-2 Evaluation - Commercial Products and Commercial Services

Quotes will be evaluated on a pass/fail basis against the criteria below using the Lowest Price Technically acceptable (LPTA) method. Quotes that do not meet the minimum requirements in any of the criteria will be deemed technically unacceptable. The Government reserves the right to request additional information or clarification from respondents to ensure compliance with the technical acceptability criteria.

1. Technical Approach

• Scanning Methodology: Quote must clearly outline the scanning methodologies to be employed, including but not limited to the following methods:

o Ground Penetrating Radar (GPR) o Ultrasonic Testing o Thermal Imaging o Laser Scanning o Material sampling and testing

• Detection Capabilities: The quote should specify how the scanning technology will detect various defects such as spalling, cracks, and voids in both horizontal and vertical surfaces.

2. Data Collection and Reporting

• Data Requirements: Quote must demonstrate the ability to collect and report the following data by providing descriptions and comparative findings with similar projects consisting of similar materials.

o Averaged square feet/meters of spalling o Average depth of spalls o Estimated length of cracks

• Digital Reporting: Quote must include a plan for providing scan results in a digital format that is accessible to the Government, including:

o 2D building roof/floor plans identifying defects o 3D graphics illustrating defects in concrete and reinforcement

3. Severity Index Development

• Quote must describe the methodology for developing a severity index that categorizes defects based on their impact on structural integrity. This index should guide prioritization for repairs and funding allocation.

4. Integration with USAF Systems

• Quote must demonstrate the ability to provide findings compatible with each USAF CE Systems of Record, including GeoBase (GIS), BRED files for SMS BUILDER, and

NEXGEN/TRIRIGA.

5. Quality Assurance

• Quote must outline quality assurance measures to ensure the accuracy and reliability of scanning results. This includes validation of findings and addressing any discrepancies in the data.

6. Professional Certifications

All quoters must meet the professional certification requirements as stated in PWS Section 3.

7. Compliance with Safety and Regulatory Standards

• Proposals must demonstrate compliance with all applicable safety and regulatory standards related to construction and structural assessments.
