Performance Work Statement (PWS)

Kadena AB, Okinawa, Japan

Rapid Non-Invasive Concrete Spalling Assessments

1. Introduction

This Performance Work Statement (PWS) delineates the requirements for conducting rapid non-invasive assessments of concrete spalling at US Air Force owned facilities located at Kadena Air Base, Okinawa, Japan. The primary objective of this assessment is to accurately determine the extent of spalling damage present in the concrete structures, provide tangible and verifiable documentation of the findings, and to determine realistic ways ahead by means of a thorough analysis of the structural elements. This analysis aims to extend the lifespan of the buildings and enhance the overall facility condition index, ensuring the safety and longevity of the infrastructure.

2. Scope of Work

The Contractor shall be responsible for providing all necessary personnel, equipment, tools, materials, supervision, transportation, safety equipment, and any other pertinent items or services required to assess the severity of concrete degradation. Additionally, the Contractor will determine the structural integrity of areas that exhibit concrete and steel section loss within the facilities specified in this PWS.

- Scanning of Concrete Structures:

The Contractor is required to perform scanning on approximately 6-12 inches thick steel reinforced concrete across both horizontal and vertical surfaces. This includes the entire roof slabs, load-bearing walls, beams, columns, exterior overhangs, walkways, and canopies of the buildings listed in Attachment 2. The government may request additional units be added under the optional CLIN 1001 and/or CLIN 2001, each consisting of 3 buildings.

The non-invasive scanning process must effectively detect various defects, including but not limited to spalling, cracks, voids, and other structural anomalies, on both the exterior and interior surfaces of the structures. The Contractor will be responsible for removing ceiling tiles and insulation, as well as navigating around any utilities or obstructions as necessary to complete the required scanning and testing procedures. The contractor is responsible for returning all items to its original state after scanning and testing.

3. Professional Certifications

• Certified Concrete Technician (CCT): This certification demonstrates knowledge in concrete technology, including testing and evaluation methods represented by industry standard certification equivalent to ACI Concrete Construction Special Inspector

• Industry experience and training equivalent to American Society for Nondestructive Testing (ASNT) Certification: Relevant certifications in nondestructive testing methods, such as:

• Level III in Ultrasonic Testing (UT)

• Level III in Ground Penetrating Radar (GPR)

4. Technical Requirements

To ensure a thorough and comprehensive assessment, the Contractor must adhere to the following technical requirements:

4.1 Scanning Technology:

The Contractor shall utilize advanced scanning technologies, which may include, but are not limited to:

• Ground Penetrating Radar (GPR)

• Ultrasonic Testing

• Thermal Imaging

• Laser Scanning

4.2 Data Collection and Reporting:

The Contractor must collect and report quantitative data on the following parameters:

• Average Square feet/meters of spalling

• Average Depth of spalls

The Contractor shall provide scan results in a digital format that is easily accessible to the Government, including:

• 2D building roof/floor plans that clearly identify spalls, cracks, and other defects.

• 3D graphics that effectively illustrate defects in concrete and reinforcement, utilizing contrasting colors to differentiate between spalls and cracks.

4.3 Severity Index Development:

The Contractor is required to develop a severity index that categorizes defects based on their impact on structural integrity. This index will serve as a critical tool for guiding the prioritization of necessary repairs and the allocation of funding.

4.4 Integration with USAF Systems:

The Contractor must ensure that all data collected during the assessment is compatible with USAF CE Systems of Record, including but not limited to GeoBase (GIS), BRED files for SMS BUILDER, and NEXGEN/TRIRIGA.

5. Contractor Deliverables

The Contractor must provide the following deliverables to the Government:

5.1 Milestone Schedule: (14 calendar days from award)

• Prior to commencing work, the Contractor shall provide a detailed milestone schedule outlining all planned activities, including:

o Mobilization o Initial scanning and report for the first ten (10) buildings o Scanning of remaining buildings o Pre-final and final reports

5.2 Initial and Final Reports:

Initial Report: The Contractor shall provide an initial report summarizing the findings from the first ten (10) buildings assessed within 30 calendar days after the submission of the milestone schedule. The Government will allocate 20 calendar days for the review and acceptance of this report. Upon acceptance of the initial report, the contactor may submit their invoice for the (10) buildings.

Final Report: The final report must encompass comprehensive results of the scanning inspections, testing, and analysis. This report must be provided within 70 days after the review and acceptance of the initial report to include:

• An executive summary

• Detailed findings for each building including:

o A severity index.

o Digital modeling displaying the size, severity, and locations of spalling in relation to the full structure.

o An estimate of the remaining lifespan of the structure with and without repair.

o Repair recommendations associated with a class 3 estimate.

• Visual documentation, including photos, scanning images, video, and/or 3D animations

• Floor plans with clearly highlighted defective areas

• A detailed account of the instruments and equipment used, along with measurements taken

• The Government will allocate 30 calendar days for the review/acceptance of the final report. Upon acceptance of the final report, the contactor may submit their invoice for the remaining (22) buildings.

Upon executing CLIN 1001 and/or CLIN 2001 the contractor shall include the additional units in the final report. The contractor will be allotted an additional 14 days (7 days per CLIN) to prepare the final report. Upon acceptance of the final report, the contractor may submit their invoice for CLIN 1001 (3 buildings) and/or CLIN 2001 (3 buildings) along with the invoice for the 22 buildings from CLIN 0001.

6. Quality Assurance

The Contractor shall implement robust quality assurance measures to ensure the accuracy and reliability of all scanning results. This includes:

• Validation of findings through thorough cross-referencing with established standards and industry best practices.

• Prompt and effective resolution of any discrepancies identified in the data.

7. Compliance with Safety and Regulatory Standards

The Contractor must demonstrate full compliance with all applicable safety and regulatory standards related to construction and structural assessments. This includes adherence to local, state, and federal regulations, as well as any specific guidelines set forth by the US Air Force.

8. Performance Standards

The Contractor shall perform all work in accordance with the highest industry standards and practices. All deliverables must meet the specifications outlined in this PWS and be subject to Government review and approval.

9. Period of Performance

The period of performance for this contract shall be 180 calendar days from the date of the contract award, unless otherwise modified by the Government.

10. Place of Performance

The work will be performed at Kadena Air Base, Okinawa, Japan, on buildings as per Attachment 2.

11. Government Furnished Equipment and Information

The Government will provide the Contractor with access to the facilities and any existing documentation necessary for the completion of the assessments within 5 calendar days. The Contractor shall be responsible for coordinating with the Government to obtain any additional information required to perform the work.

12. Security Requirements

The Contractor must comply with all security requirements as specified by the US Air Force and ensure that all personnel involved in the project have the necessary security clearances to access the facilities.
