About this opportunity

The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground has issued a Request for Information (RFI) for Range Maintenance Support Services at the Aberdeen Test Center in Maryland. This RFI is part of market research being conducted in accordance with Federal Acquisition Regulation (FAR) Part 10 and is not a solicitation or request for proposal. The government is seeking comments and questions on a draft Performance Work Statement by February 1, 2024. The required services include excavation, construction, tugboat support, painting, electrical and plumbing work, environmental services, safety, fire suppression, facility maintenance, and portable latrines to support the military testing program and maintenance of various test ranges.

This requirement is expected to be a 100% small business set-aside under NAICS code 238990 with a size standard of $19 million. Incumbent contracts were awarded in 2020 to Fred L. Hawkins Company, M2 Electric LLC, and H&L Environmental, LLC with a total value not to exceed $9,999,999. The estimated value of this new requirement is also not to exceed $10 million over a five-year ordering period and maximum seven-year period of performance. The contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) with both cost-plus-fixed-fee and firm-fixed-price task orders.
