REQUEST FOR INFORMATION
Range Maintenance Support Services (RMSS) Aberdeen Test Center (ATC)
Aberdeen Proving Ground (APG), MD
This is a Request for Information (RFI) only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) part 10. This is not a solicitation/request for proposal and no contract shall be awarded from this Sources Sought. All comments and questions on the draft PWS being posted, interested parties should be sent to Noah Lane, Contract Specialist, at noah.r.lane.civ@army.mil and Elizabeth Nordell, Contracting Officer elizabeth.m.nordell.civ@army.mil. All responses should be received no later than Monday, February 1, 2024, at 10:00 AM EDT. All questions and comments must be in Microsoft Word or Excel and sent to the email listed above; no telephone calls will be accepted. No office calls or one on one meetings shall be requested or held related to this RFI. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government.
Purpose: Request for Information –Aberdeen Test Center (ATC) is one of the Department of Defense’s (DoD’s) foremost test and training ranges supporting DoD, non-DoD and commercial material developers by testing a broad spectrum of equipment throughout the life cycle, from concept through deployment.
Depending on the number of questions received, a solicitation is expected to be released on System for Award Management (SAM) within a few months. Proposals submitted prior to the official solicitation release will not be accepted. Questions regarding additional details on the release of the solicitation on SAM.gov will also not be addressed.
Army Contracting Command at Aberdeen Proving Ground ACC-APG issued multiple award indefinite delivery indefinite quantity (MAIDIQ)with firm-fixed-price (FFP) CLINs on April 09 2020 with a total value of $9,999,999.00. Contract number W91CRB-20-D-0012 was awarded to Fred L. Hawkins Company, Inc. Contract number W91CRB-20-D-0013 was awarded to M2 Electric LLC. Contract number W91CRB-20-D-0014 was awarded to H&L Environmental, LLC. These contracts provide Range Maintenance Support Services (RMSS) to the U.S. ATC, a subordinate of the U.S. Army Test and Evaluation Command (ATEC), for the following areas: excavation/landscaping; minor construction; tug boat support; painting; electrical/plumbing; amphibious landing site support; power washing (to include test vehicle undercarriage washing); pre-fab buildings; environmental; safety; fire suppression and deluge system support; portable latrines; and heating, ventilation, air conditioning and refrigeration (HVACR).
The intent of this RFI is to receive only questions and comments on the draft PWS for RMSS.
This requirement is expected to be 100% small business set-aside.
*Small Business Representation includes, but not limited to: SBA 8(a) Program, Small Disadvantaged Business (SDB), Woman-Owned Small Business (WOSB), Historically Underutilized Business Zone (HUBZone), Veteran-Owned Small Business, and Service- Disable Veteran-Owned Small Business.
Business Size Standard: The North American Industrial Classification System (NAICS) code is 238990, All Other Specialty Trade Contractors. The size standard is $19M. If another NAICS is more appropriate, please provide that suggestion.

Industry Day: This acquisition is not scheduled to have an Industry Day yet.
Estimated Dollar Value: Not to exceed $10 Million.
Estimated Period of Performance: five (5) year ordering period with a maximum of seven (7) year period of performance.
Place of Contract Performance: There are multiple places of performance which are determined at the delivery/task order level; however, the work will be performed at Aberdeen Proving Ground, MD and surrounding areas.
Contract Type: At this time, this requirement is anticipated to be a MAIDIQ contract with cost-plus-fixed fee (CPFF) and some firm fixed price (FFP) task orders.
Major Support Services: Provide personnel, equipment, materials and any other items and services not Government furnished to perform services in support of the military testing program and the maintenance and improvement of the various Test Ranges; engineering design; environmental remediation; installation, maintenance, repair and improvement of new and existing test facilities; fire suppression and deluge systems; and heating ventilation air conditioning repair (HVACR) at ATC.
The attached DRAFT Performance Work Statement (PWS) lists the expected major functional areas for which contract support will be required. Interested sources must submit comments and questions on draft PWS.
