Performance Work Statement (PWS) For Range Maintenance Support Services (RMSS) to Aberdeen Test Center (ATC)
C.1 General. The contractor shall provide personnel, equipment, materials and any other items and services not Government furnished to perform services in support of the military testing program at the U.S. Army Aberdeen Test Center (ATC) to include, but is not limited to the maintenance and improvement of the various test ranges, engineering design, environmental remediation, installation, maintenance, repair and improvement of new and existing test facilities, fire suppression and deluge systems, heating, ventilating, air conditioning and refrigeration (HVACR), excavation support, vegetation trimming/removal and soil and aggregate material sifting using remote controlled and/or armored plated equipment. All services shall be required at various test ranges throughout ATC.
C.1.1 Place of performance. Performance will take place at ATC, Aberdeen Proving Ground (APG), Maryland, to include off-site locations in Edgewood, Carroll Island and Churchville, Maryland.
C.1.2 Hours of operation. ATC is performing under an alternate work schedule in which the duty week is Monday through Friday, 7:00 AM to 4:30 PM and Monday through Thursday, 7:00 AM to 4:30 PM. Extended hours and shifts may be approved by the Contracting Officer Representative (COR) and/or Contracting Officer (KO) if required by the contractor to meet the schedule of the task order.
C.1.2.1 Inclement weather conditions. Temporary closures of APG may result from inclement weather conditions. The contractor shall call the Post Operations telephone (410-278-7669) to get operation status and report to work accordingly. The local radio and television stations will also announce any such delays or closures.
C.1.2.2 Federal holidays. Federal holidays are identified below. When such holidays fall on Saturday, the preceding Friday will be considered the holiday. When holidays fall on a Sunday, the succeeding Monday is considered a holiday.
The Government recognized Federal holidays are:
New Year’s Day, January 1 (or observed) Martin Luther King’s Birthday, the 3rd Monday in January President’s Day, the 3rd Monday in February Memorial Day, the last Monday in May Juneteenth, June 19 (or observed) Independence Day, July 4 (or observed) Labor Day, the first Monday in September Columbus Day, the second Monday in October Veterans Day, November 11 (or observed) Thanksgiving Day, the fourth Thursday in November Christmas Day, December 25 (or observed) Any other day designated by Federal law, Executive Order, or Presidential Proclamation only if approved in advance by the COR and/or KO.

C.1.3 Security requirements. The work site is in a secured area and requires security badges for unescorted access. All personnel not possessing a badge shall require escort. To facilitate entrance/exit from the work site, the contractor shall identify essential personnel to receive security clearances. These personnel shall then be responsible for escorting other contractor personnel as required.
C.1.4 Please refer to Army Regulation 190-13 (The Army Physical security program), Para. 8-2.c at https://armypubs.armi.mil for what Commanders are responsible for.
C.2 Personnel. The contractor shall provide a workforce possessing the skills, knowledge, and training to satisfactorily perform the services required by this contract.
C.2.1 Key personnel. The Project Manager and Site Supervisor are considered key personnel.
C.2.2 Qualifications and experience. The contractor shall provide trained personnel that are experienced in the labor categories listed below. Copies of required licenses/certifications shall be provided with individual orders, as required by Army Regulation 190-13:
a. Project Manager. The project manager shall, at a minimum, possess a high school diploma and 10 years’ experience in managing projects for work similar to that described in the PWS.
The project manager shall also have 10 years of experience with developing cost proposals, ordering materials, and scheduling contract personnel outlined in sections C.14.1 and C.14.2 and he/she shall act as the technical point of contact for the contract and all task orders. If during the term of this contract the Project Manager is replaced, the COR shall be notified and furnish a resume for the new Project Manager within seven (7) working days.
b. Site Supervisor. The Site Supervisor shall possess, at a minimum, five (5) years’ experience as an on-site Supervisor. The Site Supervisor shall coordinate with the COR to ensure that task orders are performed in compliance with the specifications and drawings provided, and in a safe and timely manner.
c. Electrician. The Electrician shall be licensed and possess five (5) years working experience.
d. Plumber. The Plumber shall be licensed and possess five (5) years working experience.
e. Engineer. The Engineer shall be a Maryland Professional Engineer or from a State recognized by Maryland and possess five (5) years working experience.
f. UXO Technician. The unexploded ordnance (UXO) Technician shall be Explosive Ordnance Disposal (EOD) Certified and possess five (5) years working experience.
g. Truck Driver. The truck driver shall have a current Commercial Driver’s License (CDL) and possess five (5) years working experience.

h. Watercraft Operator: The watercraft operator shall have the ability to operate various watercraft, including but not limited to a 1200 horsepower shallow-draft tug. Operator shall possess a current Coast Guard six-pack license to operate watercraft and possess five (5) years working experience. Operators of support boats for testing shall be trained from a Commander-approved trainer and be licensed on the government license.
i. Heavy Equipment Operator: The heavy equipment operator shall have the ability to operate various pieces of heavy equipment and material handling equipment including but not limited to wheeled and tracked excavators, front end loaders, backhoes, dozers, graders, skid steers, forklifts and telehandlers. The heavy equipment operator shall have a current CDL license and possess five (5) years working experience.
j. Crane Operator: The crane operator shall have the ability to operate various mobile cranes and crane cars including but not limited to 150-ton rough terrain cranes. Operator shall possess a current 150-ton or greater crane license, recognized by the State of Maryland, and be capable of tandem crane lifts and possess five (5) years working experience.
k. Fire Sprinkler/Suppression Technician: The fire sprinkler/suppression technician shall have the ability to inspect, test and perform maintenance repairs on components of deluge (high-speed) and outdoor fire suppression systems. The technician shall be certified/licensed and possess five (5) years working experience recognized by the state of Maryland.
k. HVACR Technician: The heating, ventilating, air conditioning and refrigeration (HVACR) systems technician shall have the ability to perform maintenance and repair on all ancillary (e.g. associated electronics, electrical components, controls, etc.) equipment. Contractor shall also possess experience with industrial refrigeration systems that utilize refrigerants such as:
Ammonia, R-454B, R-410A, R-422Band secondary fluid D-Limonene systems. Contractor shall be required to perform emergency maintenance support. The HVACR technician shall be licensed and possess five (5) years working experience recognized by the State of Maryland.
C.3 Requirements. The contractor shall be tasked to perform work similar to the following:
C.3.1 Excavation required to support test missions and range improvements at Trench Warfare, H-field, AA-5, Sandy Point, Abby Field, Churchville, and all other ranges and test areas at ATC.
Excavation shall be in accordance with drawings and specifications provided in each task order.
C.3.2 Installing stone pads, pouring concrete, laying asphalt, (limited to 15 yards in length per task order) and asphalt repairs (limited to an area of 25 square yards per task order) in support of ATC’s mission.
C.3.3 Providing electrical or plumbing services to various remote/temporary test support structures, and range targets or instrumentation.
C.3.4 Delivering stone, soil or fill material to the work site and all ATC Test Ranges. The contractor shall have access to barges to facilitate this delivery into Shore Station No. 3 or Shore Station No. 4, if needed. Some soil may be specialized such as engineered soil, and will require

an independent testing laboratory for analysis prior to delivery. The specifications will be provided in each order.
C.3.5 Driving pilings, use of Geopier® ground improvement systems, or other intermediate foundation operations to support various structures.
C.3.6. General site grading and leveling, including seeding, mulching and tree/shrub planting as required by the Clean Water Act and Maryland sediment and erosion control regulations.
C.3.7 Development of berms and dikes. This shall require the development of both berms on upland sites, and the development of dikes to shallow water areas. This development shall be in accordance with drawings and specifications provided by the COR.
C.3.8 Providing tugs and personnel with appropriate U.S. Coast Guard training and licenses, to transport barges in support of ATC’s testing mission.
C.3.9 Painting equipment and structures with personnel trained and certified in lead abatement and Hazardous Waste Operations and Emergency Response (HAZWOPER).
C.3.10 Providing a portable boiler (and operators) to support Undex Test Facility UTF test programs.
C.3.11 Improvements to amphibious landing sites within ATC to support testing of amphibious vehicles.
C.3.12 Install underground conduit, manhole, and hand-hole installations to support communications, fiber optic and copper cable testing needs.
C.3.13 Plow in cable systems, to include manhole and hand-hole installations that support testing needs.
C.3.14 Direct boring conduit systems, to include manhole and hand-hole installations, to support testing needs.
C.3.15 Installation and testing of wire, cable and fiber optic shall be on an as needed basis to support testing needs.
C.3.16 Set utility poles that support testing needs. This shall include the installation of messenger lines and anchoring the poles.
C.3.17 Remove existing cable from conduit systems. The Contractor shall be responsible for the disposal of cable that is removed.
C.3.18 Power wash/pressure flush, clear and rod conduit systems.
C.3.19 Pump out conduit systems with high volume pumps.

C.3.20 Provide pumps to sink barges at the UTF barge landing area.
C.3.21 Provide pre-engineered metal building(s) complete with foundations and utility hook-ups to support ATC’s Environmental Installation Plan (EIP) at all test ranges.
C.3.22 Perform geotechnical explorations for soil/ground characterization including standard penetration testing, soil sampling, cone penetration testing, test pits and others.
C.3.23 Provide unexploded ordnance (UXO) clearing and safe operations to all ATC Test Ranges and work site as required for each Task Order.
C.3.24 Provide rental and services of portable latrines and hand wash stations / washstands. The contractor shall furnish all labor, transportation and equipment to include latrines and wash stands, materials and any other items and services necessary to provide portable latrine services.
C.3.25 Provide technical expertise in support of all deluge (high-speed) and outdoor fire suppression systems. The contractor shall provide the necessary personnel, equipment, deluge system components, materials and technical expertise to ensure 100% operational readiness. The contractor shall perform scheduled and unscheduled inspections/service, maintenance repairs and replacement of parts to ensure fire suppression systems remain at 100% operational readiness.
C.3.26 Provide HVACR system repair, preventive maintenance, and chamber calibration (where appropriate) for all HVACR and ancillary (e.g. associated electronics, electrical components, controls, etc.) equipment, to include portable and enclosures HVAC systems housing data acquisition systems. Service requirements shall include scheduled and unscheduled maintenance and replacement of parts to ensure 100% operational readiness. Preventive maintenance shall be conducted in accordance with the frequencies and procedures specified in applicable codes, specifications, industry standards and/or manufacturer’s recommendations. Where there are no records indicating last preventative maintenance service, the contractor shall assume no preventative maintenance services were performed and schedule accordingly. The systems, all ancillary components, mechanical equipment, electrical equipment, subsystems, data transmission systems, and all contractor-provided software shall be covered by contract warranty. The contractor shall warrant all products and services provided for a period of one year from the date of Government acceptance or the offeror’s standard commercial warranty period, whichever is greater. Upon notification by the COR or KO of a potential warranty issue, the contractor shall respond onsite for repairs within forty-eight (48) hours of notification. The contractor shall complete repairs within five (5) working days of arriving onsite. All new equipment and materials provided shall be compatible with existing equipment, infrastructure and control systems and must be performed by trained and certified technicians. Materials and equipment shall be installed in accordance with the recommendations of the manufacturer.
Contractor must be knowledgeable of but not limited to laboratory and commercial/industrial refrigeration units including those that use cascade systems and a variety of process controllers from different manufacturers. Contractor is responsible for recovery and replacement of all types of refrigerants used in equipment in accordance with Federal and State regulations. Work efforts include, but are not limited to, the Light Armor Range Complex (LARC) and Mobile

Environment Unit’s (MEU) portable and fixed environmental test chambers. The LARC consists of 13 indoor, negative-pressure, temperature and humidity controlled, small- and medium-caliber firing ranges. The MEU test chambers consist of 84 portable and fixed environmental test chambers. The Contractor may be tasked to perform service on additional ATC HVACR assets as requested by the ATC Contracting Officer Representative (COR) and/or Contracting Officer
(KO).
C.3.27 Provide parts, maintenance and emergency systems on closed loop recycling waste water treatment systems. Repairs and service include changing of all filter media and regular cleaning of systems (valving, plumbing, electrical controls, media and cartridge filters, ozone systems, chemical pumps, etc.). Provide and deliver the proper chemicals used in the operations of these systems, to include pH adjusting, Oxidation-Reduction Potential ORP adjustment and microbe bioremediation materials. Provide service and maintenance for commercial hot water high pressure I steam cleaner units on all phases of the systems to include high pressure pump/motor, burner/heater systems and all controls. Provide service and maintenance of high-volume water cannon demucking unit, and air compressor and air dryer system. Wash systems and wash rack areas and all components at Perryman, Churchville and Munson test areas. Maintain rain towers at Mile Loop Test Area to include polyvinyl chloride (PVC) piping, valving, plumbing and sprinkler heads. Contractor shall possess and maintain applicable certifications.
C.3.28 Provide scheduled preventive maintenance, unscheduled repairs, recovery operations, repair/replace unserviceable parts, assemblies, subassemblies and components; refinish, fabricate and/or, make modifications to parts; repair accessories, auxiliary equipment, and perform minor body and structural repair, inspections, quality assurance, parts, tires, batteries, and petroleum product disposal, and other services on crane and crane attachments.
C.4 Equipment.
C.4.1 As necessary to support task orders, the contractor shall provide the following equipment such as fully operational remote controlled and /or armored equipment including, but not limited to: light pressure/wide track dozers, 18 cubic yard (or greater) pan, tracked hydraulic backhoe (1.5 to 1.75 cubic yard bucket), grader (6x4), rubber tire loader (2.5 to 3.5 cubic yard bucket), light pressure/wide track skid steers with vegetation cutting attachments, crane for both dragline and bucket excavation and for pile driving, hydraulic pile driver for sheet piles, dump trucks, and tugs (at least one with twin engine, 1000Hp, shallow draft) as required.
C.4.2 The contractor shall provide fully operational equipment including, but not limited to:
backhoe, trencher, bulldozer, auger, welding equipment, cranes and grad-all.
C.4.3 All equipment shall comply with Occupational Safety and Health Administration (OSHA) regulations. Equipment shall be in good working condition. Additional time will not be allowed due to faulty equipment.
C.5 Materials. All materials provided by the contractor shall be new and in compliance with construction industry standards including the National Electric Code, National Fire Code and Building Owner’s Official and Code Administrator’s (BOCA) Standards and written Government

specifications given in the PWS provided for each order.
C.6 Safety. The possible work sites have been utilized in the past for various explosives testing programs. Therefore, the possibility for UXO at the work sites exists. All excavation into undisturbed soil shall require remote controlled and /or armored equipment. ATC will not provide remote controlled nor armored equipment to the contractor. The contractor shall provide remote controlled and/or armored equipment as required by Task Order. All work shall be performed in accordance with SOPs 385-2026 and 385-2398 (Attachment 4). ATC or an approved UXO contractor shall sweep the area of UXO and destroy/remove any potential threats discovered. For special applications, such as excavating specifically for UXO, remotely operated equipment shall be utilized. This equipment shall be radio controlled and capable of sustained, controlled operation by an operator outside of the surface danger zone (SDZ) of determined worst case UXO item in a given operational area. All remote operation radio frequencies shall be coordinated through the ATC Frequency Manager for approval prior to use on APG. The necessity for armored equipment and remotely operated equipment will be specifically stated in the PWS for each individual Task Order. Standard equipment shall be utilized for all other work.
C.7 Fire Prevention and Protection. The contractor shall comply with all fire prevention measures prescribed in the installation fire regulations, a copy of which is on file in the office of the Contracting Officer. A written fire permit shall be obtained from the installation Fire Marshall for use of open flame devices, such as blow torches, portable furnaces, tar kettles, or gas and electric welding and cutting equipment. The contractor shall be liable for any fire loss to Government property attributable to negligence on the part of the contractor, including failure to comply with fire prevention measures prescribed by the terms of this contract.
C.8 Safety and Accident Prevention. In accordance with the contract clause, entitled Accident Prevention (FAR 52.236-13) the contractor shall comply with standards issued by the Secretary of Labor at 29 CFR Part 1926 and 29 CFR Part 1910. The contractor shall also execute constant supervision to ensure full and immediate compliance with pertinent provisions of those safety regulations and procedures which are in or may be put into effect at Aberdeen Proving Ground during the course of performance of the work under the contract. In order to provide safety controls for protection of the life and health of employees, and other persons, for prevention of damage to property, materials, supplies, and equipment, and for avoidance of work interruption in the performance of the contract, the contractor or any employee so designated under the contract shall act as safety supervisor on all work performed under the contract. Before work under the contract is started, the Safety supervisor shall report to the ATC Safety Officer, for familiarization with safety requirements. The safety supervisor shall maintain an accurate record of and shall report, through the COR, to the ATC Safety Officer, exposure data and accidents resulting in death, traumatic injury, occupational disease and/or damage to property, materials, supplies and equipment incident to work performed under the contract. The Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to any such stop shall be made subject of claim for excess cost or damage by the contractor.
C.9 Hazardous Materials. Hazardous materials include, but are not limited to, chemical surety materials, hazardous chemicals, carcinogen, asbestos, explosives, radioactive materials, etc. These

hazardous materials may be encountered at work sites at all ATC test ranges at Aberdeen Proving Ground. Where work sites are included in an area known, or suspected, to contain hazardous materials, a Hazardous Area Work Permit (HAWP) shall be obtained by the contractor before construction begins. Similarly, where excavation is required in the task order, an Excavation Permit shall be obtained by the contractor prior to excavation. These permit forms indicate the type of hazard and the special requirements to be followed in the work area. A copy of the permit(s) shall be posted by the contractor in full view at the work site. The contractor shall be responsible to inform all of his personnel and ensure they conform to the special requirements directed by the permit(s). This conformance shall be monitored by the ATC Safety Officer.
Nonconformance shall result in a work stoppage until the contractor and/or his personnel comply with the requirements of the permit(s). However, during operation such as excavation or demolition, in the event the contractor encounters materials which may be contaminated or is unsure what actions to take, the contractor shall immediately discontinue work in that area, and shall notify the COR. The COR will then contact the ATC Safety Officer. Work may be resumed after identification of the material, and notification of work constraints, if any, caused by the material.
C.10 Engineering Design
C.10.1 Civil Site Design. Contractor shall provide certified engineered plans for various civil site design requirements. Designs may include potable water lines, hydraulic pumps, earthwork, and structural concrete and steel systems or others. Designs may include testing of material specimens or performance of existing mechanic systems.
C.10.2 Geotechnical Design. Contractor shall provide certified engineered plans/reports for various geotechnical explorations. Designs may include site investigations or explorations for the characterization of soils or materials or others. Designs may include laboratory testing to meet certain American Society of Testing and Materials (ASTM) or American Association of State and Highway Transportation (AASHTO) standards.
C.10.3 Mechanical Design. Contractor shall provide certified engineered plans/reports for various mechanical systems for new and existing systems. Designs may include developing HVAC systems for various structures, thermodynamic systems, fire suppression, and others.
C.10.4 Electrical Design. Contractor shall provide certified engineered plans/reports for various electrical systems for new and existing systems. Designs may include developing electrical systems for range infrastructure, retrofitting for antiquated electrical systems in buildings, and others.
C.11 Environmental.
C.11.1 Sediment and Erosion Control/Storm Water Management. Contractor shall be responsible for designing plans and obtaining Maryland Department of the Environment (MDE) approval. Contractor must show all wetland delineation and critical area delineation on the plans, when applicable. Contractor may be responsible for obtaining topography, analyzing existing and proposed conditions, and determining best management practices. Design plans must be

completed by a registered professional engineer in the State of Maryland. Contractor may be responsible for installing all permitted controls as identified in each task’s approval from the regulators. Contractor is responsible for ensuring that control installers have an MDE green card, at a minimum; some tasks may require an MDE yellow card in order to complete site inspections.
Deliverables may include construction document sheets needed for erosion and sediment control (general notes sheet, plan view, and detail sheet); sheets needed for storm water management (existing drainage map, proposed drainage map and detail sheets); and a report written for MDE permit approval. Contractor may be responsible for obtaining the National Pollutant Discharge permit, which is determined by the site impacts. The government will obtain the owner signature on the National Pollutant Discharge Elimination System (NPDES) application.
C.11.2 Wetland Delineation and Permit Application. Contractor shall be responsible for conducting wetland delineation by a certified wetland delineator. Contractor must delineate all areas required by MDE, as identified in individual tasks. Contractor must be certified by the State of Maryland to meet U.S. Army Corps of Engineers (USACE) protocol for wetland delineation. Deliverables may include a surveyed field delineation, complete wetland delineation report, wetland data sheets, vegetation information, soil information, and hydrology information, in accordance with standard U.S. Army Corps of Engineers wetland delineation protocol.
Contractor may be responsible for completing, submitting and obtaining approval for a wetland letter of authorization and/or permit. Contractor may be responsible for paying all associated wetland application fees.
C.11.2.1 Forest Stand Delineation and Forest Conservation Plan. Contractor may be responsible for delineating forest stands and developing forest conservation plans using a certified forester.
C.11.3 Critical Area Approval. Contractor may be responsible for obtaining critical area approval and identifying critical area mitigation requirements.
C.11.3.1 Environmental Mitigation. Contractor may be responsible for identifying environmental mitigation requirements, including wetlands, critical area, and forest. Contractor may be responsible for designing mitigation plans. Contractor may be responsible for enhancing mitigation, which may include earthwork, vegetation planting, vegetation spraying, or other mitigation actions as approved by regulators.
C.11.3.2 Federal Consistency Determination. Contractor may be responsible for completing a Federal Consistency Determination (FCD) report to be submitted to the Federal Consistency Coordinator at Maryland Department of Environment. The FCD must address all relevant sections of Maryland’s Enforceable Coastal Policies (effective July 6, 2020).
C.11.3.3 Inspections and Monitoring. Contractor may be responsible for conducting inspections of environmentally permitted sites for all areas identified above. Inspection schedules will be specified in each task. Contractor may be responsible for conducting mitigation monitoring in accordance with monitoring protocols specified in each task. Monitoring and inspections must be performed by a qualified individual.
C.12 Quality Control. All work shall be accomplished adhering to the prevailing industry

practices, and the Sediment and Erosion Control Plan in accordance of Maryland State Law and all other federal and state environmental regulations as they apply.
C.13 The contractor shall conform to the ATC current Standard Operating Procedure (SOP) for each task/delivery order requirement. SOPs will be made available for review to the contractor for each task/delivery order request, when applicable.
C.14 Task/Delivery Orders will be issued by the Contracting Officer only. The Contracting Officer will authorize the contractor to proceed with the task by a written, signed task/delivery order.
C.14.1 Submittals and Progress Schedules. The contractor shall prepare a register/list of all items required to be submitted under the task/delivery order. The Contractor shall prepare a schedule, which shall show milestones and intervals for task/delivery order completion. The schedule shall be submitted to the COR within five (5) days after commencement of work.
C.14.2 Monthly Task / Delivery Order Progress Report. The contractor shall deliver a written monthly progress report of awarded task/delivery orders. Each progress report shall describe the status of the contractor's efforts to date, accomplished activities with regards to task/delivery order deliverables and shortfalls, if any, impeding work accomplishments of each task. In addition, these progress reports shall provide a monthly and cumulative breakout of hours worked on the task. These reports shall be delivered to the COR via e-mail or in person.
