About this opportunity

The Department of the Air Force United States Air Forces in Europe - Air Forces Africa (USAFEA-A) is seeking a concessionaire to operate an American-style restaurant at the Breckland Pine Golf Course Restaurant located at RAF Lakenheath in England. The contract requires the selected vendor to provide all personnel, food, supplies, and operational services for a restaurant facility, including breakfast and lunch service Monday through Friday, with optional dinner and weekend offerings. Key contract requirements include following a predetermined menu with the ability to modify 10% after the initial three-month period, maintaining food safety standards, and developing recipes and plating standards for NAFI representative review. The pre-solicitation notice was posted on January 14, 2025, with responses due by February 13, 2025, and potential vendors are encouraged to contact the provided points of contact for any questions or clarifications. While specific evaluation criteria are not explicitly detailed in the documents, the contract appears to focus on operational capability, menu compliance, and financial performance.

The contract does not have a specific set-aside designation and is categorized under NAICS 722511 for Full-Service Restaurants. The base contract period is one year with four potential one-year option periods, including an initial three-month probation period. Financial terms require the concessionaire to pay 10% of gross monthly sales or $5,000, whichever is greater, and the restaurant space is approximately 1,000 square feet. The Non-Appropriated Fund Instrumentality (NAFI) will provide the facility, basic utilities, kitchen equipment, and trash collection, while the concessionaire must supply additional equipment, a point-of-sale system, and maintain all furnishings. The restaurant must operate at minimum from 0600-1330 hours for breakfast and lunch services, with the flexibility to offer additional meal periods. Unique requirements include accepting credit cards, potentially serving draft alcoholic beverages up to 15% ABV, and complying with both US and UK food safety regulations.
