About this opportunity

The U.S. Army Corps of Engineers Kansas City District is soliciting quotations for multiple Blanket Purchase Agreements (BPAs) to provide radioactive waste disposal services for materials and waste generated at various sites throughout the nation. Vendors must possess and maintain a license or permit approved by USACE to dispose of various types of radioactive waste, including low-level radioactive waste and combined low-level waste, and must comply with all applicable Federal, state, and local laws and regulations. The government will evaluate quotations based on price and technical qualifications, awarding multiple BPAs to vendors whose proposals provide the most advantageous value. Awards will be made to vendors determined to offer fair and reasonable pricing and whose technical capabilities demonstrate the ability to satisfy the solicitation requirements. The deadline for submission of electronic quotes in PDF format is March 4, 2024, with a February 5, 2024 deadline for submitting questions through the designated online bidder inquiry system.

This solicitation carries no set-aside designation and involves no identified incumbent contractors. The specific waste stream includes approximately 20,000 tons of contaminated soil and debris from the former DuPont Chambers Works Superfund site in Deepwater, New Jersey, which requires transportation via railcar to the vendor's licensed disposal facility and treatment such as pozzolanic stabilization or chemical oxidation as needed to meet land disposal restrictions. The work must be completed within 36 months of award. Contract performance will take place at the selected vendor's disposal facility, with the Kansas City District serving as the contracting office. No specific budget range has been announced in the solicitation materials, and vendors are expected to provide their own pricing based on the waste characterization and disposal requirements outlined in the solicitation documents.
