About this opportunity
The National Telecommunications and Information Administration (NTIA) is soliciting quotes for four radio-frequency power amplifiers to support the Federal Advanced Communications Test Site (FACTS) program through the Institute for Telecommunication Sciences. The amplifiers must meet stringent technical specifications including a frequency range of 2 to 18 GHz, 50 dB small signal gain, +48V DC power supply, and operation within a temperature range of -40 to +60°C. The solicitation operates on a Brand Name or Equal basis, requiring quotes from Original Equipment Manufacturers or authorized resellers/distributors who can provide new equipment through authorized distribution channels. The government will award a Firm-Fixed-Price Purchase Order using Lowest Price Technically Acceptable evaluation criteria, focusing on the offeror's technical understanding and capability to meet specified standards. Quotations must include a maximum 5-page technical proposal and are due by 2:00 PM Eastern Time on Friday, August 29, 2025, with electronic submissions required via email to ecrawford@doc.gov.
This procurement is designated as a Total Small Business set-aside, restricting competition to qualifying small business entities. No specific incumbent contractors or potential award values are disclosed in the solicitation documents. The contractor must deliver exactly four radio-frequency power amplifiers within 180 days after receipt of order, though this timeline acknowledges potential supply chain disruptions. Performance will occur FOB-Destination to NTIA/ITS facilities in Boulder, Colorado, where the amplifiers will boost output signals of signal generators and software-defined radios to enable more accurate 5G/xG signal synthesis and spectrum sharing scenarios. The government will conduct inspection and verification of equipment compliance with specifications before authorizing payment, and sellers cannot submit invoices until at least 14 calendar days after delivery.
