About this file
This Statement of Work (SOW) describes a requirement by the National Telecommunications and Information Administration's Institute for Telecommunication Sciences (NTIA/ITS) for four radio-frequency power amplifiers to support the Federal Advanced Communications Test Site (FACTS) program. The amplifiers must meet specific technical specifications, including a frequency range of 2 to 18 GHz, 50 dB small signal gain, +48V DC power supply, and an operating temperature range of -40 to +60°C. The contractor must be an authorized reseller and provide new equipment through authorized distribution channels.
Delivery is specified as FOB-Destination to NTIA/ITS in Boulder, CO, with a 180-day delivery window after receipt of order, subject to potential supply chain disruptions. The government will inspect and verify the equipment's compliance with specifications before payment, and the seller cannot submit an invoice until at least 14 calendar days after delivery. The amplifiers are intended to boost output signals of signal generators and software-defined radios to enable more accurate 5G/xG signal synthesis and spectrum sharing scenarios.

STATEMENT OF WORK
Uninterruptible Power Supply Systems
U.S. Department of Commerce
National Telecommunications and Information Administration
Institute for Telecommunication Sciences
1. BACKGROUND
The Institute for Telecommunication Sciences (ITS) provides research and development support for the
National Telecommunications and Information Administration (NTIA) by performing basic research in radio science that provides the technical foundation for NTIA’s policy development and spectrum management activities, as well as solves telecommunications challenges for other Federal agencies, state and local Governments, private corporations and associations, and international organizations.
Additionally, ITS addresses emerging telecommunications, information technology, and security challenges and contributes to the creation of telecommunications standards that support the full and fair competitiveness of the U.S. communications and information technology business sectors.
2. OBJECTIVE
The ITS Federal Advanced Communications Test Site (FACTS) program requires four radio-frequency power amplifiers to boost the output signal of signal generators and software-defined radios to more accurately synthesize 5G/xG output signals. These RF power amps increase the transmission distance of these synthesized signals to enable more accurate spectrum sharing scenarios.
3. REQUIREMENTS
Four RF Power Amps are required with the minimum characteristics defined below:
Specification Minimum Requirement
Quantity 4
Frequency Range 2 to 18 GHz
Small signal gain 50 dB
P1dB 40 dB
Psat 45 dB
Gain variation over frequency range ± 5 dB
Output connector N-type
Power Supply Voltage +48V DC
Impedance 50 ohms
Operating Temperature Range -40 to +60°C
Fast-blanking on/off time(s) Off (1µs), On (25 µs)
3.1. Authorized Reseller Requirement
The Contractor shall be an authorized reseller, distributor, or partner of record for all equipment, software, or services provided under this contract. The Contractor shall, upon request, furnish documentation from the original equipment manufacturer (OEM) or supplier confirming its authorized status. All products must be new and procured through authorized distribution channels.
4. PLACE OF PERFORMANCE
All items shall be shipped FOB-Destination. The government will not accept any freight charges above and beyond the awarded amount. The equipment shall be delivered to the following government shipping address:
NTIA/ITS.M
325 Broadway
Boulder, CO 80305
5. PERIOD OF PERFORMANCE
The equipment shall be delivered within 180 days after receipt of order (“ARO”); provided, however, that this timeframe is contingent upon manufacturer availability and may be subject to delays caused by supply chain disruptions or other circumstances beyond the seller’s control.
All items will be tested and verified for compliance with specifications prior to payment of the invoice.
The seller may not submit an invoice until no sooner than fourteen (14) calendar days following delivery, to allow sufficient time for inspection and verification by the buyer.
