About this opportunity

The Department of Veterans Affairs Veterans Health Administration VISN 7 seeks radio and digital advertising services for the Ralph H. Johnson VA Medical Center in Charleston, South Carolina, with proposals due July 30, 2026 and questions due July 28, 2026 at 10:00 AM EST. The procurement is an SDVOSB set-aside, restricting competition to registered Service-Disabled Veteran-Owned Small Businesses.

Place of performance targets the greater Charleston area, specifically Goose Creek and Mt. Pleasant. The contractor must deliver 60 radio spots per week during traffic and weather reporting across six specified stations (Kickin' Country, Star, Mix, Chuck, The Box, and Heaven), produce four different 30-second spots monthly for rotation, and provide approximately 83,000 monthly geo-fenced display impressions. The contractor must provide a dedicated account representative and technical support, maintain high-definition production quality, and demonstrate the ability to push ads to mobile devices. All advertising content requires final government approval and creative control prior to broadcast. The government retains unlimited rights to all products and materials produced.

The contract is firm-fixed-price with a three-month testing period (December 1, 2026–February 28, 2027), a nine-month base year (March 1–November 30, 2027), and four optional one-year periods through November 30, 2031. The estimated total contract value is $25.5 million. Payment terms are 30 NET; vendors may apply optional escalation percentages on option years at their discretion. Invoices are submitted electronically through the Tungsten Network after receipt, inspection, and acceptance.

Evaluation criteria are technical approach and media plan quality (listed first in importance), demonstrated experience and technical expertise, and cost proposal. NAICS code is 541810 (Advertising Agencies). Questions and responses are posted on SAM.gov twice daily. All submissions must be sent to ashley.stewart4@va.gov; no calls are accepted.
