About this opportunity
The Federal Bureau of Prisons Central Office is soliciting quotes for radiological equipment testing and safety surveys across 122 federal correctional institutions nationwide. The contractor will conduct biennial on-site inspection and certification of medical and dental x-ray equipment, including calibration, mechanical checks, image quality assessments, and radiation safety program reviews in compliance with FDA and NCRP standards. Personnel must possess a minimum of six years' experience in diagnostic radiological surveys, with American Board of Health Physics (ABHP) or American Board of Medical Physics (ABMP) certification preferred. Evaluation will prioritize technical capability (management approach, personnel qualifications, and technical methodology), followed by past performance history, with price considered as a lesser but potentially significant factor. Quotations must be submitted electronically in PDF format by April 3, 2026, at 2:00 PM Central Standard Time to bshrake@bop.gov, with questions due by April 1, 2026, and offerors must maintain active SAM.gov registration at time of award.

The contractor is responsible for all travel costs and must conduct surveys during standard business hours (7:30 a.m. to 4:00 p.m., Monday through Friday) with flexibility for occasional evening, weekend, and holiday work as needed. Performance will take place across multiple institutions with a primary administrative location in Washington, DC, and the contractor must ensure uninterrupted service with qualified replacements available within five business days of notice. All personnel must obtain BOP security clearances including NCIC, NACI checks, fingerprinting, and credit verification within 30 days prior to work commencement, and all reports and data must comply with FIPS 140-2 encryption standards and Privacy Act requirements.
