About this file

This is a Statement of Work (SOW) for the Federal Bureau of Prisons detailing radiological equipment safety surveys and monitoring services. The BOP requires biennial on-site inspection and certification of all medical and dental x-ray equipment across 122 institutions in the United States, Puerto Rico, and Hawaii. The contractor must conduct comprehensive radiological safety surveys and radiation use evaluations in compliance with FDA Compliance Program 7386.003, Executive Order 10831, Public Law 86-373, and NCRP Report No. 147. Services include calibration, adjustment, and mechanical checks of diagnostic radiological equipment; assessment of image quality using IEC and DIN compliant phantoms; recommendations to reduce patient and occupational exposures; review of institutional radiation safety programs; and immediate reporting of unusual exposures. Average coverage is approximately 5.5 radiology units per institution, with higher volumes at Federal Medical Centers. The scope excludes MRI, MRA, CT, PET/CT, nuclear medicine equipment, mammography units, and preventive maintenance or repairs beyond calibration and safety testing.

Personnel must have a minimum of six years' experience in diagnostic radiological surveys, with American Board of Health Physics (ABHP) or American Board of Medical Physics (ABMP) certification preferred but not required. All contractor employees must undergo BOP security clearances including NCIC, NACI checks, fingerprinting, and credit verification within 30 calendar days prior to start of work. The contractor must ensure uninterrupted service with fully qualified replacements provided within five business days of notice to the Contracting Officer's Representative (COR). The period of performance consists of a 12-month base year with four optional one-year extensions and an optional six-month extension (total potential duration of 66 months). Key deliverables include inspection reports within 10 business days of survey, quarterly and monthly reports, an annual inspection schedule, a QA/QC Plan within 30 days of award, and immediate exposure notifications within 24 hours. Off-schedule inspections are required within three business days of equipment repair and within 30 days of completed installation. The contractor is responsible for all travel costs and must work standard business hours (7:30 a.m. to 4:00 p.m., Monday through Friday) with flexibility for occasional evening, weekend, and holiday work as needed. All reports and data must be encrypted using FIPS 140-2 compliant standards in transit and storage, with compliance required under the Privacy Act of 1974, DOJ-02 guidance, and OMB M-06-16.
