Contractors must comply with VA Directive 6371 requirements for secure handling of temporary paper records containing personally identifiable information and protected health information, including maintaining proper chain of custody documentation and providing destruction certificates. The solicitation uses simplified acquisition procedures under FAR Part 13 and follows commercial item acquisition guidelines under FAR Subpart 12.6. Technical questions were due by June 9, 2025, and quotes must be submitted via email to Contract Specialist Marie Weathers by 10:00 AM Central Time on June 17, 2025. However, the most recent amendment shows the solicitation was cancelled on June 17, 2025.
This procurement is designated as a total small business set-aside under NAICS code 561990 (All Other Support Services) with a size standard of $16.5 million. The contract period spans from August 1, 2025, through July 31, 2026, with four additional one-year option periods available. The service involves approximately 162 secure consoles across nine VA locations, with pickup frequencies ranging from once per month to three times per week depending on the facility, and an estimated annual volume of 290,000 to 300,000 pounds of documents requiring destruction. The main campus at 3600 30th Street in Des Moines requires the most frequent service with pickups scheduled for Monday, Wednesday, and Friday each week. The VA reserves the right to adjust console quantities by up to 10 percent during contract performance, and any contract award remains contingent upon VA leadership approval.
