About this opportunity

The Department of Veterans Affairs Veterans Health Administration is seeking a firm fixed-price service contract for the implementation, software deployment, and maintenance of a Lockout/Tagout (LOTO) and Energy Control Procedures (ECP) system at two VA Medical Centers in New York. The procurement encompasses the Brady Link360 software application implementation, development of comprehensive lockout procedures for 459 total equipment energy control points, installation of detailed procedure signage, equipment labeling, custom identification tags, and training for up to 15 personnel at each facility. Contractors must demonstrate technical capability through OSHA trainings and industry certifications, provide a capability statement, and submit completed pricing worksheets. Award will be based on comparative evaluation of price, technical capability, past performance, and compliance with subcontracting limitations. The quotation deadline is January 7, 2026 at 12:00 PM EST, with submissions directed to Nathan Northrup at Nathan.Northrup@va.gov.

This solicitation is exclusively set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms and carries a NAICS code of 541330 (Engineering Services) with a small business size standard of $29 million. No incumbent contractor is identified in the solicitation materials. The contract structure includes one base year from the date of award with four additional option years, with performance to be conducted at Bath VA Medical Center (76 Veterans Avenue, Bath, NY 14810) and Canandaigua VA Medical Center (400 Fort Hill Avenue, Canandaigua, NY 14424). The scope requires 2 Brady Link360 software licenses (one per facility) and allows non-metal signage as an alternative to aluminum due to global metal shortages. Contractors must comply with applicable wage determinations for Steuben County and Ontario County, New York, and comply with subcontracting limitations that restrict payments to non-veteran firms to no more than 50 percent of contract value for this service classification.

Update #2 · Latest ·

The purpose of this amendment is to answer vendor questions for Combined Synopsis/Solicitation 36C24226Q0197. Quote submissions shall now be submitted on or before Wednesday, January 7th, 2026, 12:00pm EST.

Please see combined vendor questions below and Government answers in red.

We do not know specifically how many licenses of the Brady Link360 software we need to price. How many licenses will be required to turn over to the VAMC staff? (The way it is written now in the SOW and Pricing Schedule, it is stated as a subscription , so we are assuming only one unless stated otherwise.)

2 Licenses, one for each facility.

In the SOW on Section B.3.6, we see the example of the aluminum plating that was specified- With a current global metal shortage drastically affecting raw metal prices, we request an alternate non-metal sign to be specified for this solicitation.

Non-metal signage will be an acceptable alternative in your quote if it is a durable material.

All other terms and conditions remain the same.
