About this file
This document is a Scope of Work (SOW) for Energy Control Procedures (ECP)/Lockout Tagout (LOTO) procedures at two VA Medical Centers in New York. The firm fixed-price contract requires the contractor to implement a new Brady Link360 application for managing lockout procedures at the Bath and Canandaigua VA Medical Centers, covering 459 total equipment energy control points across both locations. The scope includes software implementation, procedure development, installation of detailed lockout procedure signs, equipment labeling, and training for up to 15 personnel.
Key requirements include creating comprehensive lockout procedures with specific details like equipment names, energy sources, disconnect locations, verification steps, and safety warnings. The procedures must be inputted into the Brady Link360 platform, printed in full color on aluminum signs with 6-ring binders, laminated, and installed near equipment. The contractor must also create custom aluminum identification tags for lockout points and provide training on procedure creation and software usage. The contract is for one base year with four option years, and all work must comply with OSHA and ANSI safety standards, with careful coordination required to minimize disruption to the critical healthcare facility's operations.
