About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking a single contractor to provide comprehensive event and information technology support services for the Admiral Gooding Center at Naval Support Activity Washington (NSAW). The scope includes event coordination and technical support for audio-visual systems, telecommunications, network administration, facility operations, HVAC management, logistics, and administrative support to maintain 100 percent operational continuity at this prestige-level conference facility. Key personnel requirements include a Principal Engineer/Analyst Project Manager with 8+ years of relevant experience, at least two LAN administrators with current Information Assurance Technical Level II certifications and 10-15 years of experience, and personnel certified in Dante audio networking and Biamp systems. All contractor personnel must be U.S. citizens with current SECRET security clearances and comply with DoD Risk Management Framework requirements. Proposals will be evaluated using a best value approach based on Facility Clearance (Phase I gate), Technical Approach (Performance and Management), Past Performance, and Price, with non-price factors considered significantly more important than price. Questions are due by March 17, 2026, and proposals must be submitted by April 3, 2026, at 10:00 AM EST via email to the designated Government contacts.
This solicitation is restricted to Women-Owned Small Businesses (WOSB) and is limited to active SeaPort MAC prime contractors only; proposals from non-SeaPort MAC holders will not be evaluated. The contract is structured as a firm fixed-price award with a 12-month base period running from May 1, 2026, through April 30, 2027, followed by four optional one-year extension periods and a potential six-month FAR 52.217-8 extension, for a total potential contract duration of 5.5 years. The Government has specified three labor categories with estimated base year hours: Principal Engineer/Analyst (2,080 hours), Senior Engineer/Analyst (12,480 hours), and Engineer/Analyst (6,760 hours), totaling 21,320 base year labor hours, with contractors required to submit fully burdened hourly rates via a standardized Price Worksheet. Work will be performed at the Admiral Gooding Center located at 1244 Patterson Avenue, Building 22, Washington Navy Yard, Washington, D.C., with normal work hours of 6:00 AM to 5:00 PM Monday through Friday, with flexibility for extended or weekend events. Award is anticipated for May 1, 2026, and the Contracting Officer is Tierra Watson at NAVSUP FLC Norfolk (757-443-1395).
