About this file

This document is a Questions and Answers file for Navy Solicitation N0018926R3102, clarifying submission procedures, contract type, pricing methodology, labor category requirements, and evaluation criteria.

Key clarifications include: all submissions must be provided via email rather than through the Seaport platform; the contract is firm fixed price (FFP), not time and materials; pricing shall use the provided Price Worksheet, which has been revised to reflect Federal holidays and correct estimated labor hours; resumes are not required, though proposers may voluntarily submit qualifications and certifications of proposed personnel; labor categories specified in the Performance Work Statement are inclusive of event coordinators, despite dozens of event coordination task mentions; Representations and Certifications must be included in the Price Proposal volume; proposed subcontractors provide pricing to the prime contractor, who submits the total contract price; and past performance references must complete the Past Performance Report Form (PPRF) and submit directly to designated Government contacts—CPARS cannot substitute for the PPRF. The evaluation methodology is best value, with proposals ordered by price from lowest to highest. If the lowest-priced offeror receives "Outstanding" Technical Approach and "Substantial Confidence" Past Performance ratings, award is made to that offeror. If not, evaluation continues in ascending price order until an offeror achieves these ratings, at which point the Source Selection Authority makes an integrated best value decision between that offeror and all lower-priced offerors. If no proposals achieve these threshold ratings, the Contracting Officer makes an integrated best value award decision from awardable offers.

Solicitation N0018926R3102 Questions and Answers

1. Will the Government please clarify how we are to upload pricing attachments to Seaport when there's no opportunity for this solicitation listed in Seaport?

Answer: All submissions shall be provided via email. The solicitation has been amended to reflect this change.

2. Given the granular requirements for the staff outlined in the SOW, would the Government consider mitigating its risk by requiring resumes and LOCs, as well as proof of the required certifications?

Answer: Resumes are not required. However, if you wish to provide a list of qualifications and certifications of the proposed personnel within your submission, that would be accepted.

3. Will the Government please clarify if pricing is requested as FFP or T&M? There are conflicting requirements describing both types.

Answer: This will be a FFP task order. The Price Worksheet provided shall be used when formulating your price. That price will then be incorporated in the task order as FFP.

4. Will the Government please clarify how it arrived at 2080 hours for a single LCAT labor hour year? This does not allow for PTO or holidays?

Answer: The Price Worksheet has been revised to reflect Federal holidays.

5. Will the Government please explain the intent of organizing bids from lowest price to highest price in its evaluation criteria? The effort is described as Best Value but the explanation of the criteria seems to suggest LPTA. At Page 64 the solicitation states that technical is more important than price. In the Addendum, page 65, it states that the proposals will be ranked lowest to highest price. Please clarify the evaluation methodology. Which criteria is correct?

Answer: This is best value. The proposals will be ordered according to price from lowest to highest then evaluated in accordance with the evaluation criteria. If the lowest priced offer is evaluated to have a Technical Approach rating of "Outstanding" and a Past

Performance Confidence Assessment rating of "Substantial Confidence", that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. However, if the lowest priced offeror is not evaluated to have an "Outstanding"

Technical Approach rating and a "Substantial Confidence" Past Performance Confidence

Assessment rating, the next lowest priced offeror will be evaluated and the process will continue (in order of price from lowest to highest) until an offeror is evaluated to have an

"Outstanding" Technical Approach rating and a "Substantial Confidence" Past

Performance Confidence Assessment rating. At that time, the Source Selection

Authority shall make an integrated assessment best value award decision between the offer rated with an "Outstanding" Technical Approach and Substantial

Confidence and all lower priced offerors. If no proposals are rated to an

"Outstanding" Technical Approach rating and a "Substantial Confidence" Past

Performance Confidence Assessment rating, the Contracting Officer shall make an integrated best value award decision from the awardable offers.

6. In the SOW, there are dozens of mentions of different tasks requiring dedicated event coordinators. Can the Government explain why it is not requesting any event coordinators in the labor categories? If no event support or event coordination staff are requested, will the Government explain which of the specified LCATs it believes is responsible for those event support and coordination tasks?

Answer: Labor categories as specified in the PWS are inclusive of the event coordinators.

7. Will the Government clarify where bidders should provide the Reps and Certs included with the SOW? Which volume should they be included with? Are they subject to page count restrictions?

Answer: The Reps and Certs shall be provided within the Price Proposal, as stated on page 63.

8. Will the Government clarify the instructions for proposed subcontractors to provide their pricing for this solicitation? In historical Seaport bids, proposed subcontractors have been required to associate themselves with the Prime bidder in Seaport and then upload their own sealed bid package to the Government.

Answer: Proposed subcontractors shall provide their pricing to the Prime contractor. The prime will propose the total price of the contract, inclusive of any subcontractor pricing.

9. Please clarify paragraph 12.7 and the pricing template, "The contract shall be fully staffed." Is the 21,320 hours or 10.25 FTE a sample staff? Is this contract level of effort or firm fixed price?

Answer: The Price Worksheet has been revised to reflect the correct estimated labor hours. This is a firm fixed price contract.

10. Please clarify Attachment C 1.16. The Contractor shall not bill for personnel who are not working on the contract while that Contractor employee's clearance investigation is pending. It's our understanding this contract is FFP therefore the monthly bill would be the same regardless of the number of personal working. As stated in section Paragraph I

General page 60.

Answer: This is a firm fixed price contract. Therefore, the requirement of C 1.16 has been removed. However, the contract shall be fully staffed with personnel the meet the requirements of the PWS, at the time of award.

11. Volume 3: Factor IV - Price Proposal, page 63: “(a) A completed section B "Supplies or

Services and Price" submitted electronically via the Seaport NxG services site.” Can you please identify Seaport services site and program ID that we need to submit the completed section B

Answer: All submissions shall be provided via email. The solicitation has been amended to reflect this change.

12. Factor III – Past performance pages 62-62: “In addition to the information requested above, offerors shall contact their past performance references and request that each reference complete Attachment 04 - Past Performance Report Form (PPRF) and e-mail the completed survey form directly to Tierra Watson at tierra.k.watson.civ@us.navy.mil or Carlton Walton at carlton.t.walton.civ@us.navy.mil by the closing date of the solicitation.” Can a CPARS be submitted in lieu of a PPRF?

Answer: A CPARS cannot be submitted in lieu of the PPRF as CPARS will automatically be reviewed by the Contracting Officer for the references submitted, during the past performance evaluation.
