About this opportunity

The U.S. Coast Guard seeks an executive search firm to recruit academic deans for the Coast Guard Academy, with quotes due June 12, 2026 at 8:00 AM EST and questions due June 8 at 12:00 PM EST. This is a 100% Small Business Set-aside on a restricted basis.

Place of performance is New London, Connecticut (15 Mohegan Ave Parkway). The Coast Guard Academy seeks to fill dean positions within three schools: the School of Leadership and Management, the School of Engineering and Cyber Systems, and the School of Science, Mathematics, and the Humanities. The contractor must deploy a principal leader with substantial recent experience placing academic deans within the past two years and maintain robust national academic networks. The search process begins in August 2026, with candidate reviews in November, semi-finalist interviews in December, finalist interviews in-person at the Academy in January 2027, and a target candidate start date of July 1, 2027. All planning and candidate review meetings will be conducted virtually; finalist interviews require in-person attendance at the Academy.

The contract is Firm Fixed Price with one CLIN for the dean search. NAICS code is 561312 (Executive Search Services) with a $34 million business size standard. Evaluation uses best-value trade-off methodology across three factors: Prior Experience (most heavily weighted), Search Approach, and Price (least important). Prior Experience assessment requires demonstrating national presence in higher education recruiting, proven track record with accredited four-year institutions, and successful dean placements within the past five years. Search Approach evaluation assesses process from initiation through placement, candidate sourcing and vetting methodology, cultural compatibility assessment, and stakeholder engagement. Quoters submit two volumes: Volume I limited to ten combined pages (five pages maximum each for Prior Experience and Search Approach) and Volume II with pricing data. The Government intends award without discussions based on best-value analysis. Quotes must be emailed to Katherine.m.discenza@uscg.mil and Alfred.chaney@uscg.mil.
