About this file
This document is an evaluation criteria and submission instructions guide for a U.S. Coast Guard Request for Quote (RFQ) solicitation numbered 70Z03926QCGA00007 for executive search services to identify one academic dean. The U.S. Coast Guard seeks one firm to conduct a comprehensive search process for an accredited four-year higher education institution. Questions must be submitted by June 8, 2026, at 12:00 PM EST, and quotes are due by June 12, 2026, at 8:00 AM EST. Quoters must submit two volumes: Volume I limited to ten combined pages addressing search approach (five-page maximum) and prior experience (five-page maximum), and Volume II containing pricing information. All submissions require a cover sheet including the quoter's name, address, UEI, CAGE number, point of contact information, and submission expiration date, formatted in minimum eleven-point font on standard letter-size pages.
Award will be made on a best-value basis using a trade-off evaluation among three factors. Prior Experience is weighted most heavily, followed by Search Approach, with Price as the least important factor. Evaluation of Search Approach assesses the quoter's process from initiation through placement, candidate sourcing and vetting methodology, ability to identify qualified leaders, cultural compatibility assessment, and stakeholder engagement approach. Prior Experience evaluation focuses on demonstrated national presence in higher education recruiting, expertise in academic leadership roles, proven track record with accredited four-year institutions, and successful placements of deans or senior executives within the past five years. Price evaluation determines fair and reasonableness of the Total Evaluated Price, calculated by adding base period and option period costs. Rating assessments for non-price factors use High Confidence, Some Confidence, or Low Confidence designations. The contracting officers are Katherine M. Discenza and Alfred Chaney.
