About this file

This is a Combined Synopsis/Solicitation (RFQ) issued by the U.S. Coast Guard (Department of Homeland Security) for executive search services to recruit a Dean of the School of Science, Mathematics and Humanities. The solicitation number is 70Z03926QCGA00007, and this is a 100% Small Business Set-aside on a restricted basis with a NAICS code of 561312 and a $34 million business size standard. The Government seeks engagement with a highly respected executive search firm demonstrating robust higher education expertise, a nationally proven track record, and tailored client support for placing academic leaders at accredited four-year institutions. The contract type is Firm Fixed Price (FFP), with one Contract Line Item Number (CLIN 0001) representing one dean search. Quotes are due by June 12, 2026 at 8:00 AM Eastern Standard Time, submitted via email to Alfred.Chaney@uscg.mil and Katherine.m.discenza@uscg.mil. Vendor questions must be submitted in writing by June 8, 2026 at 12:00 PM EST.

Evaluation will be conducted using a best value trade-off methodology across three factors: Factor 1 (Prior Experience – 5-page limit), Factor 2 (Search Approach – 5-page limit), and Factor 3 (Price). Prior experience is weighted more heavily than search approach, and both are significantly more important than price. Quoters must demonstrate a national network of higher education academic leaders, a proven record of dean and senior leader recruitment at accredited institutions, and successful placements within the last five years, along with detailed search processes, candidate sourcing and vetting approaches, candidate relationship strategies, cultural compatibility assessments, and institutional engagement plans. Quoters must submit two volumes: Volume I containing responses to Factors 1 and 2 (combined 10-page limit, 11-point minimum font), and Volume II containing pricing data completed in Attachment A. The Government intends to award one order to the responsible offeror with little to no discussions anticipated. Standard FAR clauses apply, including commercial item provisions, service contract labor standards, anti-trafficking requirements, and contractor employee whistleblower rights.
