Key contractor qualifications include current 30-Hour OSHA Construction Safety Training certification for the Project Manager and 10-Hour OSHA Safety Training certifications for technical staff, as well as the ability to obtain VA Personal Identity Verification credentials for facility access and maintain HIPAA compliance. Evaluation will be based on proposal quality, personnel qualifications, cost/budget control, customer satisfaction potential, schedule feasibility, and business relations capability as assessed through the Past Performance Questionnaire. The deadline for vendor requests for information was February 26, 2026, and the bid due date has been extended to March 9, 2026 at 4:30 PM Eastern Time.
