About this file
This is Amendment 0001 to Solicitation 36C24726Q0199, issued by the Department of Veterans Affairs Ralph H. Johnson VA Medical Center in Charleston, South Carolina, extending the bid due date to March 9, 2026 at 4:30 PM Eastern. The amendment posts vendor Requests for Information (RFIs) with VA responses, incorporates a revised Statement of Work, and adds VAAR Clause 852.222-71 regarding compliance with Executive Order 13899 on combating anti-Semitism.
The solicitation concerns development of a comprehensive Lockout/Tagout (LOTO) Program covering approximately 500 pieces of equipment across three VA facilities: Main Hospital Campus (~250 units), Trinka Davis Veterans Village (~110 units), and Fort McPherson Clinic (~140 units). Equipment in scope includes HVAC systems, boilers, pumps, chillers, electrical distribution equipment, medical gas/vacuum systems, utility systems, and shop equipment under Engineering Service control. Excluded are terminal HVAC devices, standard lighting panels, branch circuit panelboards, cord-and-plug equipment, elevators maintained by specialty contractors, and clinical/biomedical equipment. The contractor must conduct independent field surveys to identify all equipment requiring procedures per OSHA 29 CFR 1910.147, ANSI/ASSP Z244.1, and NFPA 70E standards. The contractor shall develop equipment-specific procedures with non-destructive placard attachment methods, conduct two training sessions totaling six contact hours for approximately 40-50 authorized personnel and up to 130 total personnel, and deliver a train-the-trainer package with one recorded session and one live in-person session permitted. Quality control descriptions and proposed schedules are due with proposals, with full plans due post-award. Phase I representative procedure designs must be submitted after initial field surveys begin. The VA will provide access to reference documents such as Life Safety drawings but not internal equipment inventories. Contractor personnel require Personal Identity Verification badges for facility access, and all work must be coordinated with the Contracting Officer's Representative regarding sensitive areas, off-hours access, and equipment shutdowns.

VENDOR’S REQUEST FOR INFORMATION
SOLICITATION# 36C24726Q0199
LOTO PROCEDURES
VENDOR 1
Scope / Quantity / Inventory
1. Does the Government have a current equipment inventory list for each site (even if “reference only”) that can be released to offerors? If yes, please provide.
VA Response: The Government will not provide a reference equipment list for proposal purposes. The SOW requires the Contractor to conduct an independent field survey to identify all equipment requiring Lockout/Tagout procedures in accordance with OSHA 29 CFR 1910.147, ANSI/ASSP Z244.1, NFPA 70E, and the inclusion criteria described in the
SOW.
For proposal preparation, the Government estimates approximately 500 pieces of equipment, which includes a contingency for incomplete inventory and field-identified equipment, across the Main Medical Center, TDVV, and FTM campuses.
Generally included equipment categories consist of major mechanical, utility, electrical distribution, and life-safety systems as described in the SOW.
Generally excluded equipment includes terminal HVAC devices (e.g., VAV boxes, fan coil units), standard lighting panels, branch circuit panelboards, cord-and-plug equipment, lighting fixtures, and elevators maintained by specialty contractors, unless specifically determined during field survey to require energy isolation procedures under OSHA 29 CFR 1910.147..
Government estimates are provided for pricing purposes only and shall not relieve the Contractor of responsibility for comprehensive field verification. Final quantities will be validated during the Contractor’s field investigation as required by the SOW.
2. If available, please provide an estimated distribution of equipment counts by site (approx.
how many at each location).
VA Response: Based on internal equipment inventories and planning estimates, the approximate distribution of equipment requiring equipment-specific LOTO procedures is as follows:
Location Estimated Equipment
Main Hospital Campus ~250
Trinka Davis Veterans Village (TDVV) ~110
Fort McPherson (FTM) Clinic ~140
3. Are “pieces of equipment” limited to Facilities/Engineering equipment (e.g., HVAC/boilers/pumps/electrical distribution/laundry/elevators), or should offerors anticipate inclusion of clinical/biomed equipment?
VA Response: Equipment requiring procedures under this contract is limited to Facilities Management / Engineering Service equipment under the control of Engineering Service, including but not limited to:
• HVAC systems
• Boilers, pumps, chillers, compressors
• Electrical distribution equipment, generators, ATS, panels
• Medical gas / vacuum plant equipment
• Utility systems (steam, water, fuel, air, etc.)
• Shop / mechanical equipment
• Exhaust / supply / return fans
Elevators and vertical transport systems maintained under separate specialty contracts are excluded from this scope.
Clinical / biomedical equipment maintained by Biomedical Engineering is not included.
4. For identical or functionally identical assets, is the Government amenable to a common/shared procedure (with asset-specific identifiers), and if so, does each identical asset still require its own placard?
VA Response: Yes. The Government will allow use of a common procedure format for identical or functionally identical equipment, provided the procedure is validated for each asset and specific lockout points are identified
Each individual piece of equipment shall still have its own placard with asset-specific identifiers.
Templates / Existing Procedures / Alternate Methods
1. Does the Government have a preferred LOTO/Energy Control Procedure template/format (headings, step order, warnings, verification language) that offerors must use?
VA Response: The contractor shall develop procedures consistent with VA policy and the requirements of the Statement of Work.
A specific template is not mandated, but all procedures must include required elements identified in the SOW and applicable OSHA / ANSI requirements.
2. Are there existing LOTO procedures at any/all sites that will be provided for reference (even if requiring update/standardization)? If yes, please describe availability and expected reuse/update approach.
VA Response: Some existing procedures are available; however, they are outdated and may not meet current requirements. Offerors shall assume procedures must be developed or fully revised to meet SOW requirements.
3. Regarding Alternate Methods (ANSI/ASSP Z244.1), are there specific equipment classes or tasks where the Government expects/permits alternate methods of control in lieu of full lockout (e.g., minor servicing, cord-and-plug, interlocked guarding), and are there local approval requirements for applying Alternate Methods?
VA Response: Yes. The SOW intentionally calls for task-based and hazard-based energy control methods consistent with OSHA 29 CFR 1910.147, ANSI/ASSP Z244.1, NFPA 70E, and Atlanta VAMC Policy 138-9-2024, rather than blanket lockout of all energy sources for every task.
Section 5.1.2 requires procedures to define task-specific energy control requirements identifying which energy sources must be isolated for specific maintenance or servicing activities and which may remain energized when they do not pose a hazard.
Examples of task-based application within the scope of this contract include:
• Preventive maintenance activities on mechanical equipment where only specific energy sources create exposure hazards.
• Equipment requiring verification testing during servicing where certain systems must remain operational to complete the task safely.
• Mechanical or stored energy hazards (e.g., rotating assemblies, dampers, spring-loaded components) requiring blocking, pinning, or restraint rather than additional electrical isolation.
Use of alternate or task-specific methods must:
• Be clearly defined in the written procedure.
• Be supported by hazard analysis.
• Comply with OSHA 29 CFR 1910.147, ANSI/ASSP Z244.1, and VA policy.
• Be subject to Government review during Phase I and Phase II validation.
The SOW does not require blanket isolation of all energy sources where such isolation is not required by applicable standards.
Photos / Access / Escorts
1. Are there any photo restrictions in clinical or sensitive areas (beyond general VA privacy rules) that may affect capturing and labeling isolation/restraint points?
VA Response: Yes. Photography is restricted in patient care areas or sensitive spaces. All photography must comply with VA privacy and security requirements and must be coordinated with the COR. The vast majority of equipment is in non-clinical spaces.
2. Will escorts be required for mechanical rooms, roofs, utility plant areas, or other restricted spaces at any of the three sites? If yes, please advise typical access processes and lead times.
VA Response: Government escorts are not expected to be routinely required for performance of this contract.
Contractor personnel performing work under this contract shall be required to obtain appropriate facility access credentials in accordance with VA security requirements. As described in the SOW, contractor personnel are expected to obtain a Personal Identity Verification (PIV) badge or equivalent Federal identification credential where required for unescorted access to VA facilities.
An active PIV badge issued by any Federal agency is generally acceptable for access, subject to local security office verification. The Contractor shall be responsible for coordinating badging and access requirements in advance of performance.
VA personnel will provide access to mechanical rooms, utility spaces, roofs, tunnels, and similar restricted areas when necessary; however, contractor personnel should not assume that personnel will always be available.
This expectation is consistent with the SOW requirements for access coordination and security compliance, which require the Contractor to plan work in advance and coordinate with the COR for entry into controlled areas.
Work shall be scheduled during normal facility hours unless otherwise approved, and the Contractor shall allow sufficient time for badging and access processing prior to beginning field work.
3. Are there constraints on work windows for surveys and photo capture (e.g., nights/weekends only in certain areas)?
VA Response: Yes. Work shall generally be performed during normal facility hours;
however, some areas may require scheduling around clinical operations, patient care activities, or other facility constraints.
Off-hours work may be required if there is a need to access certain critical locations such as operating rooms and sterile processing areas. The contractor must coordinate off-hours work in advance with the COR.
In some cases, development or verification of Lockout/Tagout procedures may require equipment to be temporarily shut down or de-energized in order to confirm isolation points or verify proper control of hazardous energy. Any activity that could affect building systems, utilities, or patient care operations shall be scheduled in advance and approved by the Government.
The Contractor shall not shut down, disable, or interrupt operation of any equipment without prior coordination and approval. Shutdowns may be limited to specific windows, scheduled outages, or after-hours periods to minimize impact to hospital operations.
Placards – Attachment Methods
1. Please confirm the Government’s acceptable non-destructive placard attachment methods (e.g., stainless bands, screwless clamps, magnetic holders). Are adhesives ever permissible with COR approval, or are they prohibited?
VA Response: Non-destructive, removable attachment methods are required for all placard installation unless otherwise approved by the COR. Acceptable methods include, but are not limited to, magnetic holders, mechanical clips, cable ties, stainless bands, or other removable fastening methods that do not damage equipment, finishes, insulation, or existing labels.
Adhesives are generally discouraged; however, removable adhesive mounting systems designed for clean removal without damage or residue may be permitted when mechanical attachment is not practical. Use of any adhesive method must be approved by the COR prior to installation and shall be limited to products specifically designed to be fully removable without surface damage.
Permanent adhesives, epoxies, drilling, welding, or any attachment method that alters or damages Government property are prohibited unless specifically authorized in writing by the COR.
2. As a supplemental enhancement (not replacing any required placard content), does the Government permit inclusion of QR codes on placards that direct users to the controlled electronic copy of the corresponding approved procedure hosted on the COR-approved contractor-hosted SharePoint (or equivalent)? If permitted, does the Government prefer the QR link to point to a static equipment-specific URL (fixed location) or is a controlled redirect/versioned landing page acceptable to support document control while maintaining an audit trail?
VA Response: QR codes may be permitted as a supplemental feature if approved by the COR. QR codes shall not replace required placard information.
Acceptance / Approval Authority
1. Who will be the Government’s technical approval/acceptance authority for procedures and placards (Engineering, Safety, both), and will the Government provide consolidated comments through a single point of contact?
VA Response: Engineering Service will serve as the primary technical authority.
Safety and other services may provide input.
All comments will be coordinated through the COR.
Past Performance / References
1. Will the Government accept commercial past performance references?
VA Response: Yes. Commercial past performance is acceptable.
VENDOR 2
1. To support accurate and efficient data capture for developing equipment-specific LOTO procedures, we request clarification on network availability. Does the facility have Wi-Fi coverage in all areas where on-site lockout/tagout procedure data capture will occur, and will the contractor be granted access to this network during the on-site process?
VA Response: VA Guest Wi-Fi is generally available but is not guaranteed in all areas.
Contractors shall not rely on continuous connectivity. Use of VA wi-fi is subject to the VA’s rules of use.
2. The solicitation references the requirement for a comprehensive train-the-trainer package.
Would the VA permit the contractor to record one training session for internal development of the train-the-trainer package, provided that all required supplemental training materials are also delivered to the VA? This can provide a cost-savings to the government while not reducing the overall quality of work received. Or will it be mandatory to provide two (2) in-person training sessions?
VA Response: The Government will permit one of the required training sessions to be replaced with a recorded training session, provided that the following conditions are met:
• At least one (1) live, in-person training session shall still be conducted.
• One (1) session may be recorded and provided as part of the train-the-trainer package in lieu of the second in-person session.
• The recording shall be of sufficient quality for future internal training use and shall be provided to the Government in electronic format compatible for upload and viewing on existing VA work systems.
• All written training materials required by the SOW shall still be provided.
This change is intended to provide flexibility while ensuring the Government receives a usable training package for future personnel. The SOW has been updated to reflect this as an option.
VENDOR 3
1. Does the government require the contractor’s full QC plan in this response, or a detailed narrative summary/discussion of the internal QC process, with the full plan to be provided to the government after award?
VA Response: Offerors shall provide a description of their QC approach.
Full QC plan may be required after award.
2. In a similar question to the above item, does the government require the full project schedule be included in this response, or just within 10 calendar days of award?
VA Response: Offerors shall provide a proposed schedule summary.
Detailed schedule required after award.
3. Is it the government’s intention that the QC Manager not be responsible for any LOTO procedure generation or LOTO procedure data gathering at all during this effort? If partial involvement is allowed, please elaborate on this requirement.
VA Response: QC Manager shall not be primary procedure author but may participate in oversight and review.
4. Does the government have a specific format required for the individual LOTO procedure QC certification?
VA Response: No specific format required.
Must demonstrate compliance with SOW requirements.
5. Regarding the Phase 1 Validation submittals, is it the government’s intent that these representative designs by equipment type be submitted prior to any field survey being performed in the approved format, or after it the assessment started, allowing for actual onsite examples of equipment already surveyed?
VA Response: Phase I designs shall be submitted after initial field survey begins so that representative equipment may be used.
VENDOR 4
1. Do you have an estimated number of procedures that will need to be developed at each facility?
VA Response: Based on internal equipment inventories and planning estimates, the approximate distribution of equipment requiring equipment-specific LOTO procedures is as follows:
Location Estimated Equipment
Main Hospital Campus ~250
Trinka Davis Veterans Village (TDVV) ~110
Fort McPherson (FTM) Clinic ~140
For clarity, the estimated quantities exclude terminal HVAC units (e.g., VAV boxes, fan coil units), standard branch circuit panelboards, lighting fixtures, cord-and-plug equipment, and elevators maintained under specialty contracts unless specifically identified during field survey.
VENDOR 5
1. Approximately how many pieces of equipment require development of equipment-specific LOTO procedures?
VA Response: We have indicated approximately 500 pieces of equipment which includes a contingency for incomplete inventory and field-identified equipment.
Based on internal equipment inventories and planning estimates, the approximate distribution of equipment requiring equipment-specific LOTO procedures is as follows:
Location Estimated Equipment
Main Hospital Campus ~250
Trinka Davis Veterans Village (TDVV) ~110
Fort McPherson (FTM) Clinic ~140
For clarity, the estimated quantities exclude terminal HVAC units (e.g., VAV boxes, fan coil units), standard branch circuit panelboards, lighting fixtures, cord-and-plug equipment, and elevators maintained under specialty contracts unless specifically identified during field survey.
2. Will existing equipment inventories, single-line diagrams, or as-built drawings be provided to assist with energy source identification?
VA Response: Reference documents such as Life Safety drawings or single-line diagrams may be provided to successful offeror but may not be complete. Internal equipment inventories will not be provided. Contractor is responsible for field verification.
3. Is there an anticipated number of employees requiring LOTO training, and are there minimum instructional hour requirements for authorized and affected employees?
VA Response: Engineering Service includes approximately 130 personnel across multiple shops and operational areas, with approximately 40-50 personnel in roles who routinely perform or support lockout/tagout activities. Additional personnel may attend for awareness training depending on scheduling and operational needs.
The Government anticipates approximately 20–30 attendees per training session; however, final attendance will be determined by the COR based on operational requirements.
Instructional duration is defined in the SOW. The Contractor shall provide two (2) training sessions totaling six (6) contact hours in accordance with Section 5.6 of the SOW.
Training materials and content shall comply with Atlanta VAMC Engineering Service Policy 138-9-2024, OSHA 29 CFR 1910.147, ANSI/ASSP Z244.1 guidance, and NFPA 70E (current edition), and shall be suitable for train-the-trainer use by VA personnel.
The SOW does not establish separate minimum hour requirements for authorized vs.
affected employees; however, training content must support implementation of the facility Lockout/Tagout program and equipment-specific procedures developed under this contract.
4. Does the VA have a required template format for the equipment-specific procedures beyond alignment with the referenced VA LOTO policy?
VA Response: No specific template required beyond compliance with SOW and VA policy.
