About this opportunity

This Special Notice is a Questions and Answers document for Solicitation W81K00-25-Q-A192 issued by the Department of the Army Medical Command. The notice addresses contractor inquiries regarding a service contract for recertification and testing of Biological Safety Cabinets (BSCs) and Fume Hoods at a military medical facility. The solicitation is structured as a 100% small business set-aside opportunity under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance). The Department of the Army Medical Command published this Q&A to clarify requirements and resolve discrepancies identified by potential contractors. The posting date and due date are both September 2, 2025, indicating this is time-sensitive clarification information.

The purpose of this Special Notice is to provide official responses to three specific contractor questions about the recertification service requirements. Key details clarified include that recertifications can potentially be completed in a single visit, though current vendor practices require 3-4 days depending on monthly volumes, with testing scheduled quarterly in October, December, May, and June. The solicitation is open to small businesses that meet the specified NAICS code requirements, and Women-Owned Small Business certification through the SBA is not mandatory for participation in this small business set-aside. The government confirmed that the total scope involves 130 pieces of equipment as specified in Attachment B Pricing Matrix, resolving confusion about an inventory list showing only 79 units. The opportunity includes standard performance work statement and pricing matrix attachments, with two specific fume hoods requiring bi-annual rather than quarterly testing schedules.

QUESTIONS/ ANSWERS

1. Can the re-certifications be completed all with one visit?

The current vendor has spent anywhere from 3 to 4 days to re-certify BSC’s and Fume Hoods.  This all depends on how many are due for that month.  All BSC’s and Fume Hoods are scheduled for 4 times a year, Oct, Dec, May, and Jun.  We have two Fume Hoods that get tested twice a year in Jun and Dec due to customer requirements.   The rest of the BSC’s and Fume Hoods get tested only once  a year.

2.  The solicitation notes that this opportunity is set aside for Women-Owned Small Businesses. My partner, Diana, and I are the owners of XMS, Inc. — would we need to be SBA-certified as a WOSB in order to be eligible to submit a bid?

Solicitation W81K00-25-Q-A192 is set aside as a 100% small business set aside, so if you’re a small business under the NACIS code listed in the solicitation and meet the requirements you should be okay to submit a bid.

3.  Additionally, the solicitation references a total of 130 units, but the attached inventory appears to list only 79. Could you please clarify whether the total quantity to be serviced is 130 or if the inventory list reflects the actual scope?

On the provided Attachment B Pricing Matrix there is a total of 130 pieces equipment. There is only two (2) attachment to the solicitation Attachment A PWS and Attachment B Pricing Matrix.
