About this opportunity

The Department of Agriculture Agricultural Research Service seeks HVAC replacement for its quarantine facility at the Western Regional Research Center, with proposals due September 9, 2026 and questions due August 26, 2026. The procurement is a Total Small Business Set-Aside under solicitation 1232SA26Q1226, issued as a Request for Quotation under FAR Part 12 for commercial items.

Place of performance is Albany, California (800 Buchanan Street). The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a small business size standard of $19.0 million.

The contractor shall procure and install a new Trane YHC-072 or equivalent unit featuring gas/electric operation with horizontal economizer (field installed), 2-inch MERV-13 filters, 208/3 voltage, and clogged filter switch. Work scope includes removal and disposal of the existing ground-mounted unit, site preparation, ductwork flashing and connections, electrical connections, post-test leak inspection, and site cleanup. The contractor must reuse the existing 55-by-93-inch concrete pad and tie the existing functional exhaust fan into the new unit's return air ductwork if feasible. Contract performance period runs 90 calendar days from Notice to Proceed, with a firm deadline of January 31, 2027. Equipment movement shall use forklift only; no concrete pad alterations or new hold-down brackets are required.

All work must comply with applicable federal, state, and local codes, EPA, ASTM, GSA, and AASHTO standards, Unified Facilities Guide Specifications, and ARS 242.1M standards. The Davis-Bacon Wage Act applies; prevailing wage rates are established by Wage Determination CA20260018 effective July 14, 2026. The contractor must provide a Site Specific Safety Plan within 10 days of award, obtain required permits and licenses, coordinate with the Location Monitor and Contracting Officer's Representative, submit manufacturer literature for approval, and provide one-year workmanship warranty and operations and maintenance data at closeout. Performance and payment bonds are not required.

Award will be made using lowest-price technically acceptable criteria, evaluating technical approach, company experience with up to three similar projects completed within the last three years, price, and past performance. Organized site visits occurred August 19 and August 20, 2026; site visit sign-in sheets and RFI responses were posted September 1, 2026, as reflected in Amendment 01 issued the same date. Acknowledgement of amendment is required with quote submission.

Solicitation is amended to post the site visit sign-in sheets and responses to requests for information (RFIs) received by the RFI deadline.  All other terms and conditions remain unchanged.

Acknowledgement of amendment is required with quote submission by either returning a signed copy of the SF-30 or completing section 19 on the SF-1442.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q1226 is issued as a Request for Quotation (RFQ) for HVAC replacement in the quarantine facility at the Western Regional Research Center.

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 238220.  The small business size standard is $19.0 million.  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency. 

Organized site visits have been scheduled for August 19, 2026 at 10:00 AM Pacific Daylight Time (PDT) and August 20, 2026 at 2:00 PM PDT.  The same information will be provided at both site visits, so offerors only need to attend one.  Contractors wishing to attend the site visit must register by emailing josh.dobereiner@usda.gov by August 18, 2026 at 4:00 PM PDT with the name(s) of attendee(s), company they are with, and company(s) they are representing.  A Government issued photo ID is required for attendance.

The site visit will be held for the purpose of providing contractors with the opportunity to familiarize themselves with the site, which may be helpful in the preparation of quotes.  Attendance at the site visit is not mandatory for quote submission; however, failure to visit the site will not relieve or mitigate the successful contractor’s responsibility and obligation to fully comply with the terms, conditions, and specifications contained and/or referenced in this document.

All questions regarding this solicitation must be submitted in writing to the Contracting Officer, Josh Dobereiner, via email to josh.dobereiner@usda.gov.  Questions must be submitted no later than August 26, 2026 at 4:00 PM PDT.  Answers to all questions received by that time will be posted as an amendment to the solicitation.  No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer.  Questions generated by artificial intelligence will not be answered.  The Contracting Officer will make the sole and final determination on what questions deem a response.  Telephone requests for information will not be accepted or returned.
