The Federal Aviation Administration, Eastern Acquisitions office in College Park, Georgia, seeks demolition and installation of access road guardrails at the Mica Peak (QMI) Long Range Radar (ARSR) site near Rockford, Washington, with proposals due August 31 at 3:00 p.m. EDT. This procurement is a total small business set-aside under Screening Information Request 697DCK-26-R-00352, awarded on a Firm Fixed Price basis.

Place of performance is Rockford, Washington. The project scope includes demolition of approximately 280 linear feet of existing guardrails and installation of approximately 5,000 linear feet of new Midwest Guardrail System (MGS) W-Beam galvanized steel guardrails with posts, blockouts, terminals, and hardware along a 4.6-mile gravel access road descending from 5,178 feet to 2,875 feet elevation. All materials must be American-made and comply with Federal Highway Administration standards, AASHTO MASH standards, and Washington State Department of Transportation specifications. The contractor must furnish all labor, equipment, materials, supervision, and associated costs. The NAICS code is 237310, Highway, Street, and Bridge Construction. The estimated cost is between $250,000 and $500,000, with a projected performance period of approximately 60 calendar days from notice to proceed.

The FAA requires demonstrated relevant experience of at least three contracts over the past five years valued at $250,000 or higher with similar scope, adequate bonding and insurance capacity, and a comprehensive technical proposal. Performance and payment bonds equal to 100 percent of contract value are required within five calendar days of award. An optional site visit occurred August 19 at 10:00 a.m. PST; four companies attended. RFI responses were due August 24. The contractor must begin performance within five calendar days of receiving notice to proceed and complete all work within 60 calendar days. Work is limited to 50 hours per week, 7:00 a.m. to 5:30 p.m. Monday through Friday. Construction must maintain facility operations throughout the project.

The purpose of the addition is to provide responses to Requests for Information (RFIs) regarding the subject matter project. A total of three (3) documents have been added, including one (1) document that contains all the RFIs, and two (2) attachments. All the documents have "RFI" in the title.

NO CHANGE to the proposal due date, August 31, 2026; 3:00pm EDT; and all other terms and conditions remain unchanged.

The FAA contemplates the award of a Firm Fixed Price Contract as a result of this solicitation.

The estimated cost magnitude for this project is between $250,000 and $500,000.
Projected Period of Performance for this project is approximately 60 calendar days.
