Replace Guardrails along Access road to QMI ARSR
Mica Peak, Washington
May 2026
Project Description:
The FAA is planning to install new and replacement guardrail along the access road to the QMI
ARSR facility at Mica Peak, Washington. The gravel-surfaced access road is located on a mountainside and includes damaged guardrail sections requiring replacement, as well as additional new guardrail installations in accordance with the project specifications, construction drawings, and FHWA standard details.
The project includes guardrail replacement and new installation along portions of the 4.6-mile access road extending from the facility main gate at the intersection of 14183 S. Starr Road and
Mica Peak Site Road, Rockford, WA, to the QMI facility gate at Mica Peak. Work includes demolition of approximately 300 feet of damaged guardrail and installation of approximately
5,000 feet of new and replacement guardrail.
The guardrail system shall consist of MGS W-beam rail mounted on steel posts in accordance with FHWA standard details. The local System Support Center (SSC) will provide site escort services as required.
Task Description:
The contractor shall provide all personnel, equipment, tools, materials, supplies, labor, supervision, transportation, and incidentals necessary to complete the Mica Peak QMI ARSR
Access Road Guardrail Repair Project.
Work includes fabrication, delivery, installation of new guardrail, and removal and disposal of damaged guardrail, as specified in the project drawings and specifications attached to this
Statement of Work (SOW). All work shall comply with the latest applicable codes, standards, and referenced specifications.
The scope of work includes, but is not limited to:
1. Provide a work plan, Work Breakdown Structure (WBS), and all required project submittals in accordance with the project specifications and construction drawings. All submittals shall be submitted prior to the start of construction.
2. Perform an independent underground utility locate prior to excavation activities. Conduct an onsite review of all marked utilities with the FAA and the Resident Engineer
(RE)/Contracting Officer’s Representative (COR) before excavation begins. Hand digging may be required in certain areas to prevent utility damage or service interruptions.
3. The contractor shall demolish, remove, and recycle approximately 300 linear feet of existing guardrail, including associated structural components and foundations, in accordance with the construction drawings.
4. The contractor shall perform abatement activities where work impacts regulated materials, in accordance with project specifications and all applicable local, state, and federal regulations. All waste materials shall be removed from the site and properly disposed of.
5. The contractor shall furnish, fabricate, and install approximately 5,000 linear feet of new and replacement MGS W-beam guardrail with steel posts in accordance with FHWA standards, project specifications, and applicable codes and standards.
6. Structural elements and fasteners shall be hot-dip galvanized and coated in accordance with
Section 09 97 00 – Special Coatings to minimize the potential for premature corrosion.
7. The contractor shall be responsible for offloading, handling, and installation of all new materials. Any damaged paint or galvanizing resulting from construction activities shall be repaired or touched up by the contractor.
8. Upon project completion, the contractor shall submit redline drawings and all closeout documentation required by the project specifications.
All material shall be delivered at construction FAA QMI site located at Mica Peak, WA.
Additional Information: Public underground utility lines, power and phone shall be located by calling 811 and coordinating with the city entities. Also, locate private FAA utilities including power and comm./telecom cable. Contractor must use ground penetrating radar (GRP) or equivalent technology to locate private FAA utilities. Clearly mark all findings before starting any excavation/digging or other underground activities. All permits and work plans shall be submitted and approved before work is started. Access to the site must be coordinated with the
FAA in advance.
Project Specific Work Plans: The contractor is required to submit written work plans in accordance with the submittal requirements set out in section 01 33 00, Submittal Procedures, for critical items of work set out in this section, in the technical specifications, or elsewhere in the contract documents. Work associated with the required work plans shall not commence until approval has been provided.
Work Plan shall address the site safety plan, underground utility damage prevention, crane work, fall protection, risk management plan, hazard assessment of the work site, pre-installation work plan, construction schedule and demolition plan.
Requested Submittals: The contractor is solely responsible for creating a Submittal Schedule identifying whether the submittals are samples, cut sheets, certified test results, and adding additional submittals as required by specifications, drawings or as recommended by a manufacturer. As applicable, the submittal schedule must state the action required for testing and inspection with the name of the persons authorized to review the submittal. The contractor shall submit the Submittal Schedule to the contracting officer for approval. See section 01 33 00 of project specification for complete submittal list and submittal procedure. At a minimum, the following preconstruction submittal items must be provided to the FAA for review and approval before notice to proceed:
1. Work break down structure (WBS) including construction schedule details
2. Contractor site-specific safety plan
3. List of proposed subcontractors
4. Hazardous material abatement plan
Contractor shall provide construction submittal items as listed in section 1 33 00 to the FAA for review and approval prior to installation including but not limited to:
1. Substitutions and all requested changes
2. Subsurface Locate Contractor Qualifications
3. Material safety data sheets, certification, manufacture catalog and instructions
4. Test reports ,
5. Delivery tickets
6. Tower manufacturer specification and drawings
7. Qualifications and Certifications of independent inspections and testing firms.
8. Design data including calculation report, construction drawing, mix designs, analyses or other data pertaining to a part of work.
Warranties & Guarantees: Contractor must provide warranties/guarantees executed by the respective manufacturers, suppliers, and subcontractors for all installations as required in the contract or as is customarily provided with the particular piece of equipment or system. All warranties are to be executed, in writing, for the benefit of the FAA. Contractor must provide complete information for each item per project specification.
Cleaning and Waste Management: Contractor is required to maintain the worksite including storage areas clean and orderly during progress of the work per project requirements and specifications. The contractor will be personally responsible for the storage of tools and materials.
The contractor must require each subcontractor engaged upon the work to bear full responsibility for cleaning up during and immediately upon completion of their work.
Prior to final inspection, thoroughly clean entire worksite and exterior and interior of any building, remove debris and rubbish, remove tools and reseed disturbed areas as detailed in section of 1 74 00 of project specification.
Closeout: The contractor must coordinate with the resident engineer (RE), the date to schedule the Contractor Acceptance Inspection (CAI) per project specification requirements (See Section
1 77 00 of project specification).
The RE shall conduct an inspection of the facility to verify all contract conditions are met.
Prior to final acceptance, the contractor must assemble all appropriate warranties, product information, certifications, equipment installation instructions, Safety Data Sheets (SDS), and the results of all tests.
