About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 15 is procuring special mode transportation services (wheelchair and cot/litter/stretcher trips) for the Kansas City VA Medical Center, with quotations due September 4, 2026 at 3:00 p.m. Central Time. This is a 100% Service-Disabled Veteran-Owned Small Business set-aside; Amendment 0002, issued August 27, 2026, reopened the solicitation and extended the deadline from August 12.
Place of performance is 4801 Linwood Boulevard, Kansas City, Missouri 64128. The solicitation is an IDIQ five-year contract with individual bulk-funded task orders issued for twelve-month periods. Estimated quantities for the first ordering period (October 1, 2026 through September 30, 2027) are 12,000 wheelchair trips within 40 miles, 1,750 COT trips within 40 miles, 77,200 excess-distance miles for wheelchair trips, and 30,000 excess-distance miles for COT trips. The contract ceiling is $19 million. Pricing uses a firm-fixed-price structure with base rates for trips within 40 miles (calculated via Bing Maps "Quickest Route") and separate mileage rates for distances exceeding 40 miles. A fuel price adjustment applies via the EIA Midwest Region On-Highway Diesel Fuel Price index.
COT/litter/stretcher transportation requires two-person crew staffing, appropriate vehicle configuration, restraint systems, and personnel training. Bariatric transportation is excluded. Waiting-time pricing is charged hourly with a 15-minute grace period and advance approval. Minimum insurance coverage is $1,000,000 general liability and $1,000,000 automobile liability per occurrence. Selected offerors must stage all required vehicles, equipment, personnel, and documentation within 30 days of award. Detailed documentation including vehicle inspections, driver licenses, certifications, and tuberculosis tests are required during the 30-day post-award mobilization period, not with the quotation. The NAICS code is 485991; PSC is Q999. Contracting Officer Michael P. Murphy can be reached at michael.murphy7@va.gov or 913-946-1963. Questions were due August 4, 2026.
