About this file

This is Amendment 0002 to Request for Quotation (RFQ) 36C25526Q0547, issued by the Department of Veterans Affairs Network Contracting Office 15 on August 27, 2026, which reopens the solicitation and extends the quotation submission deadline to September 4, 2026, at 3:00 p.m. Central Time. The amendment provides consolidated Government responses to vendor questions and clarifies critical solicitation requirements. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for an Indefinite Delivery, Indefinite Quantity (IDIQ) five-year contract with an estimated total value of approximately $19 million. The Kansas City VA Medical Center requires Special Mode Transportation services including wheelchair and Cot (COT) transportation for VA beneficiaries on a non-emergent basis. Services are priced using a firm-fixed-price structure with base rates for trips within a 40-mile driving distance (calculated via Bing Maps "Quickest Route" function) and mileage rates for distances exceeding 40 miles. Estimated quantities include 12,000 wheelchair base-rate trips, 1,750 COT base-rate trips, 77,200 wheelchair mileage miles, and 30,000 COT mileage miles during the first ordering period (October 1, 2026, through September 30, 2027).

The amendment clarifies that detailed documentation including vehicle inspections, driver licenses, certifications, and tuberculosis tests are required during a 30-day post-award mobilization period, not with the initial quotation, allowing offerors to submit proposals based on planned fleet and staffing. Key requirements include minimum insurance coverage of $1,000,000 general liability and $1,000,000 automobile liability per occurrence; waiting-time pricing at an hourly rate with a 15-minute grace period and advance approval requirements; two-person crew staffing for COT/litter/stretcher transportation; and bariatric transportation excluded from scope. The amendment confirms that COT transportation encompasses litter and stretcher services with appropriate vehicle configuration, restraint systems, and personnel training. Fuel price adjustments apply via the EIA Midwest Region On-Highway Diesel Fuel Price index, though the specific CLINs subject to adjustment require amendment clarification. Post-award requirements including VetRide system training, CPS registration, pre-work orientation, background checks, PIV/security badge issuance, and HIPAA Business Associate Agreement execution will be completed during mobilization at no cost to the contractor, with all compliance completed before performance commencement.

AMENDMENT P00002 TO RFQ 36C25526Q0547

Consolidated Questions and Answers

Requirement: Q999—KC Wheelchair/COT Special Mode Transportation (SMT), Mission Critical (VA-25-

00102304)

Revised quotation due date/time: Thursday, September 3, 2026, 3:00 p.m. Central Time

Amendment date: August 27, 2026

Amendment Notice

The Government has reviewed questions concerning RFQ 36C25526Q0547 and is issuing this consolidated Questions and Answers document. This document is incorporated into the solicitation by

Amendment P00002 and constitutes the Government’s official clarification of the solicitation.

The Government intended to issue an amendment before expiration of the original quotation deadline to extend the deadline and, as applicable, provide responses to vendor questions. Due to an administrative posting error, the amendment was not posted before the original deadline expired. To preserve fair competition and provide all prospective quoters a common opportunity to compete, the Government hereby reopens the solicitation.

The revised quotation deadline is Friday, September 4, 2026, at 3:00 p.m. Central Time. Any quotation submitted by the original deadline has been retained in the contract file. Offerors may revise, supplement, replace, or withdraw a previously submitted quotation at any time before the revised deadline. If an offeror does not submit a revision or withdrawal, its previously submitted quotation will remain eligible for evaluation under the solicitation as amended.

In the event of a conflict between this consolidated Q&A and the original solicitation, this Amendment

P00002 controls. Offerors shall acknowledge Amendment P00002 with their quotations. Except as expressly amended, all other solicitation terms and conditions remain unchanged.

Q1. Documentation timing—inspections, licenses, certifications, and TB tests

Question: The checklist appears to require vehicle inspections, driver licenses, certifications, and TB tests with the quotation, but SOW A.2 provides the successful offeror 30 days after award to stage equipment, personnel, and documentation. Which requirement controls? May offerors quote based on a fleet/staffing plan and furnish item-level documentation during staging?

Answer: SOW A.2 controls. The detailed vehicle inspections, driver licenses, certifications, and TB tests are required from the successful offeror during the 30-day post-award mobilization/staging period, not with the initial quotation. Offerors may submit quotations based on their proposed fleet and staffing plan and shall furnish item-level documentation during staging, before commencement of performance.

Before a vehicle or employee begins performance, the contractor must complete all applicable vehicle, licensing, safety, insurance, personnel, training, credentialing, privacy, security, and other compliance requirements.

Q2. Evaluation factors under FAR 52.212-2

Question: FAR 52.212-2(a) does not list specific evaluation factors. What non-price factors will be used and how important are they relative to price?

Answer: The omission of specific evaluation factors was inadvertent. The Government will amend the solicitation to identify the basis of award, all evaluation factors, and their relative importance. Offerors shall prepare quotations in accordance with the amended evaluation provision.

Note: The Government must insert the final source-selection approach, evaluation factors, and relative importance in the amended solicitation before release.

Q3. Insurance limits conflict

Question: SOW paragraph O.2 requires $1,000,000 general liability and $1,000,000 automobile liability coverage, while clause C.11 lists lower limits. Which limits govern?

Answer: The higher limits stated in SOW paragraph O.2 govern. Offerors shall provide, at a minimum, general liability coverage of $1,000,000 per occurrence, automobile liability coverage of $1,000,000 per occurrence, and workers’ compensation coverage as required by law. Where there is a discrepancy between SOW paragraph O.2 and clause C.11, the more stringent requirement applies. The solicitation will be revised to reconcile the text.

Q4. Mileage and the 40-mile threshold

Question: How will mileage and the 40-mile threshold be calculated?

Answer: Bing Maps using the “Quickest Route” function is the controlling mapping method. For each one-way trip, the Government will calculate the distance from the Kansas City VAMC to the beneficiary pickup location and then to the authorized drop-off location using Bing Maps “Quickest Route.”

The applicable base rate covers the first 40 miles of that calculated distance. If the total calculated distance exceeds 40 miles, the applicable mileage CLIN applies only to miles beyond 40. No mileage is payable for a trip with a total calculated distance of 40 miles or less. For example, a 50-mile trip is paid as the applicable base rate plus 10 miles at the applicable mileage rate.

Q5. Mileage charges within 40 miles

Question: Are mileage charges paid for trips within 40 miles of the Kansas City VAMC?

Answer: No. The base rate is the complete payment for a one-way wheelchair or COT trip with a total calculated distance of 40 miles or less under the methodology stated in Question 4. For a trip exceeding 40 miles, the base rate applies plus the applicable mileage rate for each mile beyond 40.

Q6. Waiting-time CLIN unit of measure

Question: CLINs 0006, 1006, 2006, 3006, and 4006 show the unit as “HR” but refer to 15-minute increments. Should offerors quote an hourly rate? Is the estimated quantity 1,000 hours or 1,000 increments?

Answer: Offerors shall quote the waiting-time CLINs as an hourly unit price. The estimated quantity of

1,000 represents estimated hours, not 15-minute increments.

For approved waiting time, the Government will reimburse one-fourth of the quoted hourly rate for each

15-minute increment or fraction thereof after the applicable 15-minute grace period. Waiting time must be approved in advance by the COR or designee, communicated in real time as required by the SOW, and supported by the required invoice documentation.

Q7. COT/litter/stretcher transportation requirements

Question: What are the COT/litter/stretcher transportation requirements?

Answer: COT/litter/stretcher transportation is within the scope of the COT CLINs. The contractor must provide vehicles that are properly equipped and configured to safely transport COT/litter/stretcher patients and use appropriate restraints and securement systems. The contractor is responsible for ensuring that personnel receive and maintain the training necessary to perform the required patient handling, loading, unloading, restraint, and securement functions.

COT/litter/stretcher trips require a crew of two contractor personnel. The Government will amend the

SOW to expressly state the applicable staffing, vehicle configuration, equipment, securement, training, and any patient-acuity limitations. Offerors shall include the cost of the final COT/litter/stretcher service requirements in the applicable COT CLIN price unless the amended Schedule expressly establishes a separate CLIN.

Q8. Bariatric transportation

Question: Is bariatric transportation within the scope of this requirement?

Answer: Bariatric transportation is not a separately priced or separately defined service under the current RFQ. The solicitation does not establish bariatric vehicle/equipment standards, weight limits, staffing requirements, or a separate pricing mechanism.

The Government will amend the solicitation to state its final determination regarding whether bariatric transportation is included or excluded. If included, the amendment will identify applicable vehicle/equipment requirements, weight limits, staffing requirements, safety requirements, and corresponding CLIN/pricing instructions. Offerors shall not include a separate bariatric surcharge or pricing assumption unless the amended solicitation expressly authorizes it.

Q9. Waiting time—grace period, approval, and invoicing

Question: How should offerors price and invoice waiting time?

Answer: The contractor shall price waiting time using the hourly rate entered for the applicable waiting-time CLIN. No waiting charge applies during the 15-minute grace period at the applicable pickup or drop-off point. After the grace period, and only with advance approval by the COR or designee, the contractor may invoice one-fourth of the hourly rate for each additional 15-minute increment or fraction thereof.

The contractor must provide real-time notification to Beneficiary Travel or the COR when waiting time is anticipated, obtain the required approval, and submit supporting documentation with the invoice.

Supporting documentation must identify the trip/order, scheduled time, actual arrival and pickup or release time, waiting time claimed, approval authority, and communication record.

Q10. Order limitations and anticipated annual ordering

Question: FAR 52.216-19 limits a single order to $500,000 and combined orders to $1,500,000, while the

RFQ refers to annual bulk-funded task orders and a total estimated value of approximately $19 million.

How will the Government reconcile the order limitations with the anticipated ordering pattern?

Answer: The current maximum-order values do not align with the stated anticipated ordering profile. The

Government will amend the ordering and order-limitations provisions to align the contract type, ordering method, estimated annual requirements, and maximum-order limitations. Offerors shall rely on the amended ordering provisions.

Note: The final solicitation must identify whether the Government will issue task orders, delivery orders, other authorized orders, or funding instruments consistent with the selected contract type.

Q11. Fuel Economic Price Adjustment (EPA)

Question: Does the EIA Midwest Region On-Highway Diesel Fuel Price adjustment apply to all transportation CLINs or only the mileage CLINs?

Answer: The RFQ identifies the fuel-price index as the Economic Price Adjustment mechanism but does not expressly identify which CLINs are subject to adjustment. The Government will amend the solicitation to identify the applicable CLINs and the calculation and effective-date procedures.

Note: The Government must select whether the EPA applies to all transportation CLINs or only mileage

CLINs and revise the Schedule and EPA provision consistently before release.

Q12. CPS registration, orientation, SAC, background checks, PIV/security badges, and

BAA

Question: Are Contractor Performance System (CPS) registration, pre-work orientation, SAC worksheets, background investigations, PIV/security badges, and the HIPAA Business Associate Agreement required with the quotation or after award?

Answer: These are post-award requirements and are not required for a responsive quotation. CPS registration, attendance at and proof of the VA-provided pre-work orientation, completion of SAC worksheets and associated background checks, issuance of PIV/security badges, and execution of the

HIPAA Business Associate Agreement will be completed after award in accordance with the applicable

SOW timeframes.

These requirements must be completed before contractor personnel begin performance or receive access to a VA facility, VA system, or VA sensitive information, as applicable.

Q13. Subcontracting

Question: May an offeror propose a subcontractor in its quotation, subject to the SOW subcontractor-approval process?

Answer: Yes. Offerors may identify proposed subcontractors in their quotations. Any proposed subcontractor must meet all applicable contract requirements. Formal approval of subcontractors will follow the process in SOW A.1 and will be documented by the Contracting Officer/COR after award. The prime contractor remains fully responsible for contract performance.

Subcontracting for wheelchair or litter-patient transportation requires prior Government approval in accordance with the SOW. The contractor must submit required subcontractor-approval documentation at least 30 days before the subcontractor transports patients, unless the Contracting Officer authorizes a different timeframe in writing.

Q14. VetRide access and training

Question: Will VA provide VetRide system access and training at no cost to the contractor during staging?

Answer: Yes. VA will provide VetRide system access and required user training to the awarded contractor at no cost during the 30-day staging period and, as needed, for replacement or additional staff thereafter.

The contractor is responsible for ensuring its personnel attend training and use VetRide for trip documentation and invoicing in accordance with the SOW.

Q15. Missouri annual safety inspections and General Inspection Checklists

Question: Are Missouri annual safety inspections and General Inspection Checklists required with the quotation or during the 30-day post-award mobilization period?

Answer: Consistent with SOW A.2 and the 30-day staging allowance, Missouri annual safety inspections and General Inspection Checklists are not required with the quotation. They must be completed and submitted for all vehicles that will perform under the contract during the 30-day post-award mobilization period and before the start of performance.

Q16. Missouri operator/chauffeur licenses

Question: Must drivers possess Missouri operator/chauffeur licenses at quotation submission, or may they be obtained during the 30-day mobilization period?

Answer: Missouri operator/chauffeur licenses are not required at the time of quotation submission.

However, all drivers who will transport VA beneficiaries under the contract must possess the appropriate

Missouri license or licenses before performing transport services. Evidence of compliance must be provided to the COR or Contracting Officer during the mobilization period or upon Government request.

Q17. Pre-work orientation

Question: Is proof of VA-provided pre-work orientation attendance required with the quotation, and how will the orientation be conducted?

Answer: Proof of pre-work orientation is not required with the quotation. After award, VA will schedule a pre-work orientation meeting for the contractor before commencement of performance. The orientation will address the SOW topics, including fire and safety, infection control, and disaster procedures.

Attendance records or certificates from the session will serve as proof of orientation.

Q18. Special Agreement Check (SAC) Worksheet

Question: Is completion of SAC Worksheets required with the quotation, or only after award?

Answer: SAC Worksheets are post-award onboarding documents. The forms will be provided as part of the award package or by the local HR/security office. Each contractor employee requiring access to VA facilities or information systems must complete a SAC Worksheet as part of the fingerprinting and background-check process. SAC documents are not required with the quotation.

Q19. PIV card or Security Badge issuance

Question: Is proof of PIV card or Security Badge issuance applicable at the quotation stage?

Answer: No. PIV cards and security badges are issued after award to contractor personnel who require routine, unescorted facility access or access to VA systems, following the applicable vetting and access process. They are not required with the quotation.

Q20. Oxygen-dispensing training

Question: Does the SOW require a specific credential or licensing standard for oxygen-dispensing training?

Answer: The SOW requires drivers and attendants to have documented oxygen-dispensing training and maintain current American Red Cross First Aid and Adult CPR certifications, but it does not mandate a single proprietary oxygen-training credential. Training must cover safe handling, administration, and monitoring of medical oxygen and be documented through certificates, course descriptions, competency sign-offs, or equivalent records. Documentation must be made available to the COR upon request.

Q21. 30-day mobilization period

Question: Does the 30-day mobilization period allow an awardee to obtain vehicles, personnel, and documentation after award?

Answer: Yes. The successful offeror will have up to 30 calendar days after award to stage vehicles, personnel, and operational documentation needed to begin performance. The period does not waive any requirement that the amended solicitation expressly identifies as required with the quotation or before award.

Before any vehicle or employee begins performance, the contractor must complete all applicable vehicle, licensing, safety, insurance, personnel, training, credentialing, privacy, security, and other compliance requirements.

Offeror acknowledgment

Offerors shall acknowledge Amendment P00002 in the space provided in the SF 1449 or by separate written acknowledgment submitted with the quotation. Failure to acknowledge the amendment may render a quotation ineligible for award if acknowledgment is required to establish the offeror’s agreement to the amended solicitation terms.

B.3 STATEMENT OF WORK

PLEASE NOTE: Awardee will have up to 30 days from the date of award to fully stage all required equipment, personnel, and documentation necessary to meet contract requirements. This provision is intended to allow responsible offerors, including those not currently operating in Missouri, a reasonable opportunity to mobilize and become compliant prior to full performance.

The Government remains committed to full and open competition consistent with applicable regulations and encourages all capable SDVOSB firms to submit proposals.

Contractor shall provide assisted transportation (Wheelchair/Cot) service for the beneficiaries of the Department of Veterans Affairs Medical Center, 4801 Linwood Blvd., Kansas City, MO 64128. The Government intends to award a Firm Fixed Price Requirements contract(s) with Economic Price Adjustment. The fuel price index will be the economic price adjustment mechanism. Adjustment will be made at the beginning of the Ordering Year.

The economic price adjustment for fuel will be based on the U.S. Energy Information Administration (EIA) Midwest Region On-Highway Diesel Fuel Price, published at https://www.eia.gov/petroleum/gasdiesel/. Adjustments will be made annually at the beginning of each ordering period. The adjustment formula is:

New Rate = Base Rate × (Current Fuel Index / Base Fuel Index)

Where: Base Fuel Index = EIA price published on the date of contract award. Current Fuel Index = EIA price published 30 days prior to the start of the new ordering period.

Any increase or decrease in the fuel index will result in a proportional adjustment to the applicable rates.

Definition(s):

Add on service – Service not pre-scheduled but provided to the contractor daily. Contractor is required to have a 45-minute response time or better. These are services which are needed after the scheduling deadline provided by hospital staff (i.e. emergency room runs, clinic add on appointments, transfers to or from other facilities, etc.).

Administrative Officer of the Day (AOD) – VA employee who acts as the administrator during all hours that are not normal working hours. Normal working hours are 7:30 a.m. to 4:00 p.m.

Monday through Friday, excluding holidays.

Base Rate – (Flat Rate)

Definition: The base rate is paid for all authorized one-way trips that do not exceed the “mileage threshold.”

Mileage Threshold: The base rate applies to trips within a 40-mile driving distance of the Kansas City VA Medical Center (VAMC). See full definition below.

Application: For any one-way trip that starts and ends within this 40-mile driving distance, only the base rate is paid—no additional mileage charges apply.

Beneficiary – Veterans and other members determined to be eligible for benefits by the VA.

Contracting Officer – VA official with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings.

Contracting Officer’s Technical Representative (COR) – A person delegated by the Contracting Officer to act for him/her in furnishing technical guidance and advice or generally supervise the work to be performed under the contract.

Gender – For the purpose of equal rights, wherever the masculine gender is used in this solicitation, and the resulting contract, it shall be considered to include both masculine and feminine gender.

Mileage Threshold – The mileage threshold is defined as a 40-mile driving distance of the VAMC, Kansas City, MO. For all one-way trips within a 40-mile driving distance of the VA Medical Center (VAMC) Kansas City, MO, the contractor will receive the flat base rate for that trip. In addition to the base rate, the Contractor will also receive a mileage charge for any trips once outside the 40-mile driving distance. The mileage charge applies from the point where the Contractor exceeds 40 miles driving distance from the VAMC to the point of beneficiary drop off for the appointment. In no event shall the Contractor receive reimbursement for mileage for one-way trips inside the 40-mile driving distance of the VAMC Kansas City. Mileage charges are only applicable for trips that go outside the 40-mile driving distance of the Kansas City VAMC.

Bing maps is used to determine trips in excess of the 40-mile driving distance.

Calculation of Charges:

For all one-way trips, the Contractor will be paid a single flat Base Rate where the total distance from the Kansas City VAMC to the point where the Beneficiary is picked up and continuing to the beneficiary drop off point does not exceed forty (40) mile driving distance . A one-way trip is considered a trip from a single location (e.g. Kansas City VAMC, residence, contract nursing home, other non-VA facility, etc.) to another single location (e.g. Kansas City VAMC, residence, contract nursing home, other non-VA facility, etc.) with no additional stops. Additional stops are not authorized. If the beneficiary has a return trip following the initial drop off, that would be billed as two one-way trips.

For trips where the total distance from the Kansas City VAMC to the pick-up point through the beneficiary drop off point exceeds the forty (40) mile threshold driving distance , the Contractor will be paid:

The Base Rate, (which covers the initial forty (40) miles of travel), plus

A Mileage Rate for each mile traveled beginning at the point forty (40) miles driving distance from the Kansas City VAMC and continuing to the point where the beneficiary is dropped off for his/her medical appointment, No mileage charges will ever be paid for miles traveled within a forty (40) mile driving distance of the Kansas City VAMC. Only the base rate will be paid on trips that do not go outside the 40-mile driving distance threshold. Mileage charges are payable only for miles outside the forty (40) mile driving distance from the VAMC, and commences at the point when the trip exceeds the forty (40) mile threshold.

Mileage will be calculated based on Bing Maps “Quickest Route”.See Mileage Calculation section below.

Examples (for illustration only):

15-mile trip: Base Rate only; no mileage charges.

35-mile trip: Base Rate only; no mileage charges.

50-mile trip: Base Rate plus Mileage Rate for 10 miles (50 − 40 = 10).

PLEASE NOTE:

How the Two Thresholds Work Together:

Within 40-mile driving distance from VAMC: Only the base rate applies. No mileage charges are allowed.

Beyond 40-mile driving distance threshold: The base rate applies, plus the mileage rate applies for all miles beyond the 40-mile driving distance from the VAMC.

Mileage Rate Application Decision Table

Trip Distance from VAMC

Base Rate Applies

Mileage Rate Applies Example Calculation

0–40-miles Yes No 15-mile trip: Base rate only

Over 40-mile driving distance

Yes Yes, for miles beyond 40-mile driving distance from

VAMC

50-mile trip: Base rate + 10 x mileage rate (50-40=10 miles × mileage rate)

Decision Flow:

Is the trip within 40-miles?

→ Pay base rate only.

Is the trip over 40-mile driving distance?

→ Pay base rate plus mileage rate for all miles beyond the 40-mile driving distance.

Mileage Calculation

a. For purposes of this contract, “mileage” means the one-way distance, in miles, between the patient pickup location and the patient drop-off location, unless otherwise expressly authorized in writing by the Contracting Officer. Mileage will be calculated based on the Government-determined route, not the route actually driven.

b. To determine what is considered reasonable mileage via the Government determined route, the Government will utilize Bing Maps (internet version) using the “quickest route” function. The quickest route, as defined by Bing Maps, will be the sole basis for mileage computations under this contract, unless the Government specifically directs an alternate route in writing.

c. All mileage for pricing, invoicing, and payment will be calculated using Bing Maps.

References in this solicitation or contract to any other commercial mapping products (including, but not limited to, MapQuest, Google Maps, Apple Maps, or similar products) are hereby deleted and of no effect.

d. If Bing Maps provides more than one “quickest route,” the Government, in its sole discretion, will select one route for contract administration purposes, and that selection will be binding for billing and payment for the trip at issue. The Government’s selection will be based on reasonableness and consistency with contract requirements.

e. In the event of a discrepancy between mileage claimed by the Contractor and mileage calculated by the Government using Bing Maps, the Government’s Bing Maps calculation will control for purposes of payment, unless the Contractor demonstrates that: (1) Bing Maps was unavailable at the time of calculation; or (2) an obvious mapping error exists (such as an incorrect address or software error). Any request for reconsideration of mileage must be submitted in writing within three (3) calendar days of the Government’s notice of the adjusted amount.

f. The Contractor is responsible for using the same Bing Maps “quickest route” methodology when estimating and proposing prices under this contract. The Government will not pay additional compensation for differences between the Contractor’s internal routing software and the mileage determined in accordance with this clause.

Summary Statement

In case of any ambiguity, the Government’s intent is that the Base Rate covers all trips that stay within the (40) mile driving distance of the VAMC, and that the Mileage Rate, when applicable, is payable only for miles outside the forty (40) mile driving distance from the Kansas City VAMC on trips whose total distance exceeds the forty (40) mile driving distance threshold.

No service or no-load charge – When a driver is dispatched to pick up a patient and for various possible reasons, the run is not completed, at no fault of the driver, a no service or no-load charge will apply unless reasonable notice is given by Beneficiary Travel to cancel the trip.

Upon notification of cancellation, the driver will immediately contact the contractor’s dispatch, at which time the contractor’s dispatch enters the no service/no load charge into the VetRide system. VetRide generates and sends an email report of the no service/no load charge to Beneficiary Travel. Beneficiary Travel can also view the charge in the VetRide system once it is entered by the contractor’s dispatch. Beneficiary Travel will verify the no service/no load charge and either approve it or return it to the contractor justifying the disapproval of the no service/no load charge.

When the VAMC travel office provides reasonable advance notification to the Contractor of a cancelation, a no-load charge will not apply. Reasonable notification is defined as when the travel office notifies the contractor of cancellation within 45 minutes of the pickup time for trips within 40-mile driving distance and prior to driver departure for trips beyond 40-mile driving distance.

No-Load Charge Application Table

Scenario No-Load Charge Paid?

Notes

Trip canceled by VA ≥45 min before pickup (within 40 miles)

No Reasonable notification provided

Trip canceled by VA before driver departs (for trip beyond 40 miles)

No Reasonable notification provided

Trip canceled <45 min before pickup (within 40 miles)

Yes No-load charge applies

Patient not found or refuses transport (no fault of driver)

Yes No-load charge applies; complete no-service form

Trip canceled due to driver fault

No No-load charge does not apply

Prorated trips – If there is more than one veteran being transported during the same trip, only the mileage for the farthest destination of the run will be charged.

Waiting – Waiting as used in this contract is defined as the time required and verified by authorized medical facility personnel, for the Contractor to wait at designated pick-up and/or delivery points in performing contract services.

Waiting Grace Period – The waiting grace period is a 15-minute timeframe at the designated pickup time and after arrival at the destination. During this period, no waiting charges will apply.

It serves two purposes:

Allowing the beneficiary to get into the vehicle at the pickup point.

Allowing the beneficiary to exit the vehicle upon arrival at their destination, such as delays while medical staff assist the beneficiary.

This grace period applies at:

The original pickup point of the trip.

The drop-off point at the destination.

The pickup time at the conclusion of the beneficiary's medical appointment before the trip home.

Any waiting time that exceeds the 15-minute grace period either before or after the appointment, at either the pickup or drop-off point, will incur additional charges. In such cases, the Contractor will inform beneficiary travel before charging for each additional 15-minute increment. The base rate for medical transportation includes this 15-minute waiting grace period at both origin and destination.
