About this file
This document is Amendment 1 to RFQ 36C25526Q0547, issued by the Department of Veterans Affairs Network Contracting Office (NCO) 15 in Leavenworth, Kansas on August 11, 2026. The amendment extends the quotation due date from August 12, 2026 at 1500 CST to August 20, 2026 at 1500 CST and provides government responses to fifteen questions submitted by potential offerors regarding the solicitation.
The RFQ pertains to Special Mode Transportation services for VA beneficiaries. Key clarifications address documentation timing, pricing, insurance requirements, and post-award onboarding procedures. Offerors may submit proposals based on fleet and staffing plans without submitting vehicle inspections, driver licenses, certifications, TB tests, CPS registration, background checks, PIV cards, or pre-work orientation attendance documentation; these items must be completed during the 30-day post-award mobilization period. For CLIN 0006 and related waiting-time CLINs, offerors shall quote hourly unit prices with government reimbursement calculated at 15-minute increments at one-fourth of the quoted hourly rate beyond a 15-minute grace period. Insurance requirements mandate minimum general liability coverage of $1,000,000 per occurrence and auto liability coverage of $1,000,000 per occurrence. The government clarified that maximum order limitations in FAR clause 52.216-19 will be revised to align with anticipated annual bulk-funded task orders of approximately $3.8 million against a $19 million total contract ceiling. A fuel Economic Price Adjustment based on EIA Midwest On-Highway Diesel index applies to all transportation pricing CLINs. Offerors may identify proposed subcontractors in quotations, subject to post-award approval. Oxygen-dispensing training requirements do not mandate a specific proprietary course but must be documented and cover safe handling, administration, and monitoring of medical oxygen. The VA will provide VetRide system access and training at no cost during staging and thereafter as needed.

AMENDMENT 1 TO RFQ 36C25526Q0547
QUESTIONS AND ANSWERS
Q1. Document timing – inspections, licenses, certifications, TB tests The checklist appears to require vehicle inspections, driver licenses, certifications, and TB tests with the quote, but SOW A.2 states these items are required from the “successful offeror” with 30 days after award to stage equipment, personnel, and documentation. Which requirement controls? May offerors quote based on a fleet/staffing plan and furnish item-level documentation during staging?
A1. SOW A.2 controls. The detailed vehicle inspections, driver licenses, certifications, and TB tests are required from the successful offeror during the 30-day post-award mobilization/staging period, not with the initial quote. Offerors may submit proposals based on their proposed fleet and staffing plan and will furnish item-level documentation during staging, prior to commencement of performance.
Q2. Evaluation factors under 52.212-2 Clause 52.212-2(a) in the solicitation does not list any specific evaluation factors. What non-price factors will be used and how important are they relative to price?
A2. The omission of explicit factors in 52.212-2(a) was inadvertent. The Government intends to award on the basis of [insert: e.g., Lowest Price Technically Acceptable or Best Value Tradeoff] using the following non-price factors: [insert your factors, such as Technical Approach, Staffing/Management, Past Performance]. The relative importance of price and non-price factors will be [insert: e.g., equal, more important, less important]. This clarification will be formalized by amendment to the RFQ.
Q3. Insurance limits conflict (O.2 vs C.11) SOW paragraph O.2 requires $1M general liability and $1M auto liability, while clause C.11 lists $500K general liability and $200K/$500K/$20K auto limits. Which insurance limits govern?
A3. The higher limits stated in SOW paragraph O.2 govern. Offerors shall provide, at a minimum, general liability coverage of $1,000,000 per occurrence, auto liability coverage of $1,000,000 per occurrence, and workers’ compensation as required by law. Where there is a discrepancy between O.2 and C.11, the more stringent requirement applies. The solicitation will be updated by amendment to reconcile the text.
Q4. CLIN 0006 – waiting time unit of measure CLIN 0006 (and 1006/2006/3006/4006) shows the unit of issue as “HR” but describes pricing “per 15-minute increment,” and Section E.6 states reimbursement is one-fourth of the hourly rate per quarter-hour past the grace period. Should offerors quote CLIN 0006 as an hourly price, with reimbursement calculated in 15-minute increments from that rate? Is the estimated quantity 1,000 hours or 1,000 increments?
A4. Offerors shall quote CLIN 0006 (and 1006/2006/3006/4006) as an hourly unit price. For billing, the Government will reimburse waiting time beyond the 15-minute grace period in 15-minute increments at one-fourth (25%) of the quoted hourly rate, consistent with Section E.6 of the SOW. The estimated quantity of 1,000 represents estimated hours of waiting time, not 15-minute increments.
Q5. Order limitations vs anticipated annual task orders Clause 52.216-19 currently caps a single order at $500,000 and combined orders at $1,500,000, but the price schedule and narrative indicate annual bulk-funded task orders of approximately $3.8M against a $19M ceiling. How will the Government reconcile the maximum order language with the anticipated ordering pattern?
A5. The current maximum-order values in 52.216-19 do not reflect the intended ordering profile for this requirement. The Government will revise the order-limitation amounts by amendment so they align with the estimated annual ordering level and the total estimated contract value of $19M. Offerors should rely on the amended clause values for purposes of proposal preparation.
Q6. Fuel Economic Price Adjustment (EPA) – scope of application Does the fuel Economic Price Adjustment based on the EIA Midwest On-Highway Diesel index apply to all CLIN rates, or only to the mileage CLINs?
A6. The fuel Economic Price Adjustment will apply to:
• Option A – all transport CLINs: all transportation pricing CLINs (base-rate trip CLINs and mileage CLINs)
At the beginning of each ordering period, the Government will compute the adjustment factor using the EIA index as described in the SOW and apply it to the specified CLIN unit rates. This clarification will be reflected in an amendment.
Q7. CPS, orientation, SAC, background checks, PIV, BAA – quote vs post-award Are CPS registration, proof of pre-work orientation, SAC worksheets and background investigations, PIV/security badges, and the Business Associate Agreement required with the quote, or are these post-award deliverables?
A7. These items are post-award requirements and are not needed for a responsive quote. CPS registration, attendance at and proof of the VA-provided pre-work orientation, completion of SAC Worksheets and associated background checks, issuance of PIV/security badges, and execution of the HIPAA Business Associate Agreement will all be completed after award in accordance with the time frames in Sections P, S, T, U, and V of the SOW. They must be completed before contractor personnel begin performance or are granted access to VA facilities or systems, but they are not submission requirements for the August 12, 2026 quotation deadline.
Q8. Subcontracting May an offeror propose a subcontractor in its quote, subject to the SOW A.1 subcontractor approval process?
A8. Yes. Offerors may identify proposed subcontractors in their quotations. Any proposed subcontractor must meet all applicable contract requirements. Formal approval of subcontractors will follow the process in SOW A.1 and will be documented by the Contracting Officer/COR after award. The prime contractor remains fully responsible for contract performance.
Q9. VetRide system access and training Will VA provide VetRide system access and training at no cost to the contractor during staging?
A9. Yes. The VA will provide VetRide system access and required user training to the awarded contractor at no cost during the 30-day staging period and as needed for replacement or additional staff thereafter. The contractor is responsible for ensuring its personnel attend training and use VetRide for trip documentation and invoicing in accordance with Section O.3 and related SOW requirements.
Q10. Missouri safety inspections and General Inspection Checklists Are Missouri annual safety inspections and General Inspection Checklists required to be completed and submitted with the proposal, or may they be completed during the 30-day post-award mobilization period?
A10. Consistent with SOW A.2 and the 30-day staging allowance, Missouri annual safety inspections and General Inspection Checklists are not required with the proposal submission.
They must be completed and submitted for all vehicles that will perform under this contract during the 30-day post-award mobilization period and prior to the start of performance.
Q11. Missouri operator/chauffeur’s licenses Must drivers possess Missouri operator/chauffeur’s licenses at the time of proposal submission, or may these be obtained during the 30-day mobilization period?
A11. Missouri operator/chauffeur’s licenses are not required at the time of proposal submission.
However, all drivers who will transport VA beneficiaries under this contract must possess the appropriate Missouri license(s) prior to performing transport services, and proof must be provided to the COR/CO during the mobilization period.
Q12. Proof of pre-work orientation attendance The checklist references “Proof of pre-work orientation attendance (VA-provided).” Is this required with the proposal, and how will the orientation be conducted?
A12. Proof of pre-work orientation is not required with the proposal. After award, the VA will schedule a pre-work orientation meeting for the contractor, covering Fire and Safety, Infection Control, and Disaster procedures as described in Section M of the SOW. Attendance records or certificates from this session will serve as proof of orientation.
Q13. Special Agreement Check (SAC) Worksheet The SOW references a SAC Worksheet but the attachment is not readily located. Is completion of SAC Worksheets required with the proposal, or only post-award?
A13. SAC Worksheets are post-award onboarding documents. The forms will be provided as part of the award package or by the local HR/security office. Each contractor employee requiring access to VA facilities or information systems must complete a SAC Worksheet as part of the fingerprinting and background-check process outlined in Sections S, U, and V. SAC documents are not required for proposal submission.
Q14. Proof of PIV card or Security Badge issuance The checklist asks for “Proof of PIV card or Security Badge issuance (if applicable).” Is this applicable at proposal stage?
A14. No. PIV cards and security badges are issued only after award to personnel who require routine, unescorted access to VA facilities or VA information systems. They are obtained following completion of the required background investigations and SAC process, in accordance with Sections S and U, and are not required or expected with the proposal.
Q15. Oxygen-dispensing training – specific credential The SOW requires oxygen-dispensing training for drivers and attendants. Is there a specific required training credential or licensing standard?
A15. The SOW requires that all drivers and attendants have documented oxygen-dispensing training and maintain current American Red Cross First Aid and Adult CPR certifications, but it does not mandate a single proprietary oxygen-training course. Training must cover safe handling, administration, and monitoring of medical oxygen and be documented (e.g., certificates, course descriptions, or competency sign-offs) and made available to the COR upon request. Equivalent training from recognized providers that meets these content requirements is acceptable.
