The notice concerns a one-year service contract with Philips Healthcare, the original equipment manufacturer, scheduled to run from March 1, 2025 through February 28, 2026. This procurement will be executed as a task order against an existing Indefinite Quantity (IDIQ) contract VA797H-17-D-0022, which remains valid through December 22, 2026. The sole-source justification is based on Philips Healthcare's proprietary rights to their Radiology & Imaging Systems, with no other distributors authorized to provide maintenance and repair services. The contract falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance, with a business size standard of $34.0 million.
Interested contractors may submit capability statements demonstrating their ability to meet the government's requirements by February 10, 2025, at 10:00 AM Central Standard Time. The notice emphasizes that this is not a competitive quote request, but rather an opportunity for potential vendors to express interest and capability. Submissions should be sent to Karly.Morris@va.gov and must include relevant documentation such as specifications, cut sheets, brochures, or capability statements confirming the ability to supply the specified services. The VA retains sole discretion in determining whether to compete the requirement based on the responses received. Importantly, the government will not be responsible for any costs incurred by interested parties in preparing their responses. The primary objective is to secure specialized maintenance and repair services for the specific X-Ray machine at the Billings VA Outpatient Clinic, with Philips Healthcare being the sole authorized provider for this equipment.
