About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 9 is conducting market research to identify qualified contractors capable of providing diagnostic medical physicist equipment inspection services for the Tennessee Valley Healthcare System (TVHS) across four locations in Tennessee: Nashville, Murfreesboro, Clarksville, and Chattanooga. The services encompass comprehensive inspection and quality assurance testing of medical imaging equipment including x-ray, nuclear medicine cameras, PET/CT cameras, ultrasound units, and MRI systems. Qualified contractors must employ board-certified diagnostic medical physicists credentialed by the American Board of Radiology, American Board of Medical Physics, or Canadian College of Physicists in Medicine with full, unrestricted licenses. Key service requirements include annual equipment inspections (not exceeding 14-month intervals), semi-annual ultrasound inspections, quarterly PET/nuclear medicine testing, acceptance testing for new equipment within 48 hours, emergency inspections within 24 hours, and written compliance reports within five working days, all in accordance with American College of Radiology (ACR) and Mammography Quality Standards Act (MQSA) standards. The deadline for submitting capability statements is May 7, 2026, with responses to be directed to Rebecca Espinoza at rebecca.espinoza@va.gov and must include the contractor's SAM UEI number and small business classification if applicable.

This is a pre-solicitation notice issued for market research purposes only, and no formal bids or proposals should be submitted at this time. The anticipated contract structure is a five-year Indefinite Delivery Indefinite Quantity (IDIQ) agreement with one-year ordering periods, though the specific award value or budget range has not been disclosed in the notice. No set-aside designations have been applied to this procurement. Contractors whose contracts exceed $250,000 will be required to register with the Contractor Performance Assessment Reporting System (CPARS). Work performance expectations include compliance with standard VA business hours of 6:00 a.m. to 4:00 p.m., and contractors must demonstrate capability to conduct quality assurance testing, CT protocol optimization reviews, shielding design calculations, and develop comprehensive technical QA programs across all specified facility locations.
